Job Description
Technology Business Operations is responsible for leading the technology organization's vendor management, strategic sourcing, financial planning, budget governance, and cost optimization functions. This role serves as a key business partner to Technology leadership, Finance, Procurement, Legal, and business stakeholders to ensure technology investments are aligned with strategic priorities, vendor partnerships deliver measurable value, and financial resources are managed effectively.
The position provides leadership across the full technology spend portfolio, including operating expenses, capital investments, vendor contracts, managed service providers, software licensing, and strategic sourcing initiatives. The Director drives financial transparency, supplier accountability, value realization, and operational excellence while enabling innovation and business growth.
Key Responsibilities
IT Vendor Strategy & Supplier Management
- Develop and execute the IT vendor management strategy and operating model.
- Establish governance frameworks for strategic suppliers, managed service providers, and technology partners.
- Lead supplier performance management through KPI, SLA, and scorecard review processes.
- Partner with Procurement and Legal to support sourcing activities, contract negotiations, renewals, and commercial optimization.
- Evaluate vendor capabilities, risks, performance trends, and innovation opportunities.
- Manage strategic vendor relationships and executive business reviews.
- Drive supplier rationalization, consolidation, and optimization initiatives.
- Identify and deliver cost savings, contract efficiencies, and service improvements.
- Ensure vendor compliance with contractual obligations, service commitments, security requirements, and regulatory standards.
Technology Financial Management
- Lead annual budget planning, forecasting, and long-range financial planning for the IT organization.
- Manage operating and capital expenditure planning processes.
- Provide financial analysis, insights, and recommendations to technology leadership.
- Establish financial governance and accountability mechanisms across the technology portfolio.
- Monitor budget performance, forecasts, variances, and financial risks.
- Drive technology cost transparency, chargeback/showback models, and spend analytics.
- Develop executive financial reports, dashboards, and performance metrics.
- Partner with Finance to improve financial reporting accuracy and process maturity.
- Support investment planning, business cases, and funding approvals.
- Identify opportunities to increase efficiency and optimize technology spending.
Cost Optimization & Value Realization
- Establish and lead a continuous technology cost optimization program.
- Evaluate spending patterns and identify opportunities for savings, consolidation, and investment reallocation.
- Develop metrics to assess return on investment and technology value realization.
- Drive accountability for financial outcomes across technology functions.
- Ensure technology investments are aligned with business priorities and measurable outcomes.
- Support executive decision-making through data-driven analysis and recommendations.
Strategic Planning & Portfolio Support
- Support development of technology strategic plans and annual operating plans.
- Partner with PMO, Enterprise Architecture, and business functions to align investments with strategic priorities.
- Provide portfolio-level reporting on spend, resource allocation, and investment performance.
- Facilitate governance reviews and investment prioritization decisions.
- Develop executive presentations and board-level materials regarding technology finances and vendor performance.
Risk, Compliance & Governance
- Ensure appropriate controls are established for technology spending and vendor engagements.
- Identify, assess, and mitigate financial, operational, and vendor-related risks.
- Support audit, compliance, cybersecurity, and regulatory requirements related to supplier management.
- Oversee contract compliance and remediation activities where necessary.
- Maintain governance processes for technology procurement and third-party relationships.
Leadership Responsibilities
- Build and lead a high-performing team of vendor management, financial management, and operational professionals.
- Develop organizational capabilities in strategic sourcing, financial management, and supplier governance.
- Foster a culture of accountability, continuous improvement, and customer focus.
- Influence senior leaders and stakeholders across the enterprise.
- Lead change initiatives that improve technology effectiveness, efficiency, and business value.
Qualifications
Required
- Bachelor's degree in Information Technology, Business Administration, Finance, Supply Chain, or related field.
- 10+ years of leadership experience in IT financial management, vendor management, strategic sourcing, technology operations, or related disciplines.
- Experience managing large technology budgets and multi-million-dollar vendor portfolios.
- Strong financial acumen and business management expertise.
- Proven experience negotiating technology contracts and managing strategic vendor relationships.
- Exceptional communication, influencing, and executive presentation skills.
- Strong analytical and problem-solving capabilities.
Preferred
- MBA or advanced business degree.
- Certifications in IT Financial Management, Technology Business Management (TBM), ITIL, COBIT, PMP, or Sourcing & Procurement.
- Experience leading global vendor ecosystems and managed service provider relationships.
- Experience with portfolio financial management, technology chargeback models, and investment governance.
