Fife Council is seeking a Technician Engineer (Parking Management) to join the Roads & Transportation Service.

In this role, you will contribute to the delivery and ongoing development of parking infrastructure and services across Fife, supporting safe, accessible and wellmanaged communities. You will work partly from the office and partly from home as part of a blended working arrangement.

Reporting to the Lead Consultant, you will support the effective operation of the parking team through a combination of technical engineering input, asset management, and coordination of maintenance and improvement works. On a day-to-day basis, you will be involved in managing parking assets, coordinating maintenance activities, supporting charged parking services, and helping to plan and deliver improvements across car parks and associated infrastructure.

You will also work with contractors, colleagues, elected members and members of the public to investigate issues, develop solutions and ensure services are delivered in line with legislation and Council policies.

Key Responsibilities

  • Contribute to the management and development of public parking provision across Fife

  • Provide technical civil and roads engineering input to parking infrastructure and associated works

  • Coordinate maintenance, repair and improvement works within car parks and related assets

  • Support the management of parking assets, including forward maintenance planning

  • Assist in procuring and supervising contractors, consultants and suppliers

  • Investigate parking-related issues and develop practical solutions

  • Support the delivery and operation of charged parking services

  • Assist in managing leases for car parks and associated land

  • Prepare reports and technical documentation and respond to enquiries

  • Ensure compliance with relevant legislation, Council policies and Health & Safety requirements

The Person

You will be able to manage a varied workload and work both independently and as part of a team to deliver services effectively.

You will have:

  • SCQF Level 7 qualification (HNC, SVQ Level 4 or equivalent), ideally in Civil Engineering or a related discipline

  • Relevant postqualification experience in a roads, transport or parking environment

  • Experience of contract supervision, procurement or project delivery

  • Ability to investigate technical issues and develop appropriate solutions

  • Ability to prepare reports, cost estimates and technical documentation

  • Skills in analysing information and using this to inform decisions

  • Communication skills that enable you to explain information, respond to enquiries and work with a range of stakeholders

  • Ability to travel throughout Fife as required
