Role: Technical Surveillance and Radio Coordinator

Location: Manassas, VA - Onsite

Job Description:

The Technical Surveillance and Radio Coordinator will support the U.S. Department of Commerce, Bureau of Industry and Security (BIS), Office of Export Enforcement (OEE), Investigative Support Unit (ISU).

The position helps build and manage OEE's enterprise technical-surveillance and law-enforcement radio capability while coordinating projects, personnel, budgets, audits, and management reporting.

The work directly supports field investigations and the ISU's ability to identify, analyze, investigate, and disrupt illicit export activity.

Key Responsibilities:

  • Oversee field- and task-level project performance, including technical, contractual, administrative, and financial performance across multiple simultaneous projects.
  • Supervise personnel involved in project activities; assign responsibilities, oversee completion of tasks, and maintain customer contacts to ensure contractual obligations are met.
  • Exercise independent judgment and advanced analytical skills to resolve non-routine technical, administrative, and managerial issues.
  • Partner with program and project managers to develop an enterprise technical-surveillance and law-enforcement radio program and keep stakeholders informed.
  • Estimate mission needs and prepare budget proposals; ensure financial, budget, and planning documents are accurate and monitor compliance with approved budgets and spend plans.
  • Oversee cost-benefit analyses and analyses of alternatives for enterprise mission needs, including data tracking and compliance reporting.
  • Coordinate operational audits with the program manager and enterprise stakeholders and assess under-the-cover budget, policy, and recordkeeping documentation.
  • Collect accurate management reports and statistical summaries supporting evaluation of ongoing ISU activities and programs.
  • Organize historical data and electronic files on the program shared drive.

Minimum Qualifications:

  • 10-15 years of law-enforcement experience.
  • At least five years of experience directly related to technical surveillance and law-enforcement radio operations.
  • At least four years of experience with high proficiency in Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
  • Excellent written and verbal communication skills in English.
  • Active TS/SCI security clearance is required.

Contract and Employment Requirements:

  • Primary work location is a designated government facility in the Manassas, Virginia area. Facility access approval and Department of Commerce badging are required; badging is estimated to take 14-21 days.
  • Normal schedule is Monday-Friday, eight hours per day, with core hours of 9:30 a.m.-3:30 p.m., excluding federal holidays and government-directed closures.
  • Travel is anticipated and requires advance Government Task Manager or Contracting Officer Representative approval. Authorized travel is governed by applicable federal travel requirements.
  • Personnel must protect classified information, Controlled Unclassified Information, government equipment, and other sensitive information; comply with need-to-know and Department security rules; and execute nondisclosure agreements when required.
  • When contractor status is not otherwise apparent, personnel must identify themselves as contractors and appropriately mark contractor-produced documents and reports.
