Job Profile

The Technical Specialist - Inclusive Market System Development (IMSD), will provide the technical support to the EMPOWER project team to achieve the outcome 1 supporting the production and income pathway, focusing on sustainable production of fisheries and shellfish by strengthening resilience of households.

The LVCD/iMSD Specialist will provide technical advice, guidance, and support to a wide range of programme design and implementation in Market Systems and Value chain development in line with WV’s programme quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to WV target group. Your technical knowledge, advice and guidance will contribute to effective, adaptive, and innovative VCD and market systems programming. You will provide technical leadership and guidance drawing from your demonstrated experience working across agricultural value chains to improve productivity and post-harvest practices, develop market linkages and expand market information systems, and build the capacity of the private sector to achieve durable and inclusive growth

Major Responsibilities

  • Provide technical support to the project team with the requisite knowledge and skills for effective planning and management so that project team can support selected families to transit towards sustainable engagement in market system development LVC/MSD including promoting pro-poor and Women’s Economic Empowerment (WEE) outcomes.
  • Measure impact and progress: Develop mechanisms to measure the impact of the training on knowledge, behavior, and attitudes, as well as progress towards gender equality in aligned with LVC/MSD, food security, agriculture and natural resources management programmes, and coordinate their implementation.
  • Coordinate and participate in sector studies and market scans.
  • Actively participate in the preparation, conduct and supervision of monitoring and evaluation activities and needs assessment surveys within the implementation areas.
  • Conduct secondary research on local gaps and challenges and propose alternative practices to inform project strategies.
  • Work with gender specialists to ensure that project practices are inclusive and empower women and youth in the community.
  • Collaborate with local government bodies, NGOs, and community organizations to promote MSD& LVC initiatives.

Required qualifications, experience & competencies

  • 5 years of experience in Community Development, Programme/Project Management or Coordination in a complex, Local & international organization preferably in the NGO context with Degree in Social Sciences or Community development Or
  • 7 Years working experience in Community Development, Programme/Project Management with a Diploma on community development or similar.
  • Technical expertise in Local Value Chain Development & Inclusive Market System development.
  • Preferred knowledge and experience in gender and aqua culture development.
  • Fluency in at least two languages (English, Tamil/Sinhalese)
  • Ability to work in stressful environments with physical hardship conditions with limited resources.
