Technical Services Supervisor
JOB GOAL
The Technical Services Supervisor plans, organizes, supervises, coordinates, and evaluates the work of assigned skilled trades personnel responsible for the maintenance, repair, inspection, preventative maintenance, and operation of District facilities and building systems. The Technical Services Supervisor provides day-to-day leadership for assigned trade operations, which may include HVAC, electrical, plumbing, carpentry, roofing, locksmithing, mechanical systems, and general building maintenance. The position is responsible for ensuring that work is completed safely, efficiently, professionally, and in accordance with District policies, applicable Arizona requirements, manufacturer specifications, and recognized industry standards. The Technical Services Supervisor supports the District's mission by maintaining safe, functional, clean, comfortable, and reliable learning environments for students, teachers, staff, and visitors throughout K-8 campuses and District facilities.
QUALIFICATIONS
- High school diploma or equivalent (GED).
- Minimal five (5) years of progressively responsible experience in one or more skilled trades or facilities maintenance fields, including demonstrated experience performing complex maintenance, repair, or installation work.
- Minimum two (2) years lead, supervisory, or crew-lead experience preferred.
- Experience in K-12, public sector, commercial, institutional, or large multi-building facilities is highly desirable.
- Valid Driver's License
- Valid Arizona IVP Fingerprint Card
- Bilingual (Spanish) preferred.
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
PERFORMANCE RESPONSIBILITIES
Responsibilities shall include, but not be limited to, the following:
- Plan, assign, schedule, supervise, and inspect the work of assigned skilled trades and maintenance personnel.
- Establish work priorities based on safety, instructional needs, facility conditions, preventive maintenance, and District priorities.
- Provide technical direction, coaching, training, mentoring, and performance feedback.
- Monitor employee productivity, attendance, workmanship, and compliance with District procedures.
- Participate in employee evaluations, disciplinary processes, recruitment, onboarding, and training as directed.
- Ensure adequate trade coverage and coordinate emergency and after-hours maintenance activities as assigned.
- Oversee the assignment, prioritization, and completion of maintenance work orders.
- Determine staffing, materials, equipment, and estimated labor requirements for assigned work.
- Monitor work-order backlogs and ensure timely completion of emergency, urgent, routine, and preventive maintenance.
- Review completed work orders for accuracy, labor, materials, and follow-up requirements.
- Direct and monitor preventive-maintenance programs and ensure scheduled inspections, servicing, testing, and repairs are completed.
- Identify recurring maintenance issues and recommend corrective actions, repairs, replacements, or improvements.
- Utilize the District's computerized maintenance management system (CMMS) and prepare reports regarding work orders, preventive maintenance, staffing, and equipment conditions.
- Provide technical oversight of HVAC, electrical, plumbing, mechanical, and general building maintenance activities.
- Coordinate troubleshooting, repair, and preventive maintenance of building systems and equipment.
- Monitor equipment and building-system conditions and recommend repair, replacement, or modernization.
- Coordinate emergency response to facility issues, including HVAC failures, electrical problems, leaks, flooding, sewer issues, and other facility emergencies.
- Identify work requiring licensed or specialized personnel and coordinate services with qualified contractors.
- Promote and enforce safe work practices and compliance with District policies and applicable federal, state, and local requirements.
- Immediately address conditions that may pose a risk to students, staff, visitors, or District property.
- Coordinate and monitor contractor and vendor work, including schedules, workmanship, and compliance with District requirements.
- Assist with project scopes, specifications, estimates, and recommendations.
- Inspect completed work, identify deficiencies, and assist with punch lists and warranty issues.
- Assist the Facilities Director with capital improvement and facility projects, including project coordination, equipment selection, installation, testing, and acceptance.
- Provide technical recommendations regarding equipment replacement, energy efficiency, life-cycle costs, and maintainability.
- Monitor inventory of parts, supplies, tools, and materials and ensure District equipment is properly maintained and accounted for.
- Assist with annual maintenance and equipment budgets and provide estimates for labor, materials, equipment, and contracted services.
- Monitor expenditures and material usage and recommend cost-effective repair, replacement, and resource-management strategies.
- Maintain accurate records of maintenance activities, inspections, repairs, equipment conditions, projects, warranties, certifications, and contractor work.
- Prepare reports regarding work orders, preventive maintenance, staffing, equipment failures, inventory, and project status.
- Communicate effectively with school administrators, District departments, contractors, vendors, and staff to coordinate maintenance services and minimize disruption to school operations.
- Perform other related duties as assigned.
KNOWLEDGE AND SKILLS
- Knowledge of building maintenance, facilities operations, preventive maintenance, skilled trades, HVAC, electrical, plumbing, mechanical, structural, and building systems.
- Knowledge of building automation, energy management, construction methods, maintenance planning, work-order systems, and applicable safety requirements.
- Knowledge of budgeting, purchasing, inventory control, contractor management, District policies, and applicable federal, state, and local regulations.
- Ability to lead, supervise, train, and evaluate skilled trades personnel and coordinate multiple maintenance activities.
- Ability to diagnose complex building-system issues, interpret plans, blueprints, schematics, specifications, and technical manuals, and determine appropriate solutions.
- Ability to estimate labor, materials, and equipment needs and evaluate contractor work and equipment installations.
- Ability to prioritize work, make sound decisions during emergencies, resolve problems and employee concerns, and work independently.
- Ability to communicate effectively with employees, administrators, contractors, vendors, and District leadership.
- Ability to maintain accurate records, prepare reports, use CMMS and other technology, and establish effective preventive-maintenance programs.
- Ability to promote safety, accountability, professionalism, and customer service.
PHYSICAL REQUIREMENTS
- May require stooping, kneeling, crouching, reaching, fingering, grasping, talking, hearing, seeing, and repetitive motions
- Requires extensive walking, standing, and climbing stairs across outdoor campus environments during varied weather conditions.
- Heavy work: Exerting up to 100 pounds of force occasionally, and up to 50 pounds of force frequently, and up to 20 of force constantly to move objects.
