Job Summary
Technical Project Managers
Join the Utah Data Coordinating Center ( DCC) as a Technical Project Manager, where your work will directly enable innovative clinical research at the University of Utah and across national partners. This position will be responsible for the overall planning, management and completion of projects across the DCC This is a growth-focused role ideal for someone who thrives in a collaborative, mission-driven environment. The Utah DCC supports large-scale health data infrastructure that underpins national emergency response, clinical registries, and federal research initiatives.
The Technical PM will work with a cross-functional team, including: program directors, administrative staff, report developers, statisticians, data managers, IT staff and other project stakeholders. Typical projects include new initiatives and implementation of new technologies. Establish project teams and provide overall direction for technical projects from initiation through to delivery. Perform project requirements, estimation, and budget management. Formulate project scope and delivery strategies and establish milestones/schedules. Maintain and report project status and monitor progress of all team members. Gather required data from end-users to evaluate objectives, goals, and scope to create technical specifications. Serve as liaison between technical and non-technical departments to ensure that all targets and requirements are met. Keep leadership informed of key issues that may impact project completion, budget, or other results.
This position will report to the Associate Director of Program Delivery & Portfolio Management who leads the IT Project Management Office.

Essential Functions:
  • Delivery Process: Accountable for the various projects that are under the ownership of this role. Ensure delivery to agreed time, cost and quality parameters. Ensure project goals are achieved on time in alignment with the stakeholders’ expectations. Ability to manage both large, small, simple and complex projects. Ability to escalate and remove blocks to progress. Have proven delivery experience and capability which enables this role to provide guidance, coaching and mentoring to junior project managers.
  • Quality, Risk & Compliance: Ensure all risk and issues associated with owned projects are recorded and managed in the appropriate Risk & Issue logs in a timely manner, according to project standards. Ensure all Risks and Issues have clear action/mitigation/contingency plans defined, with named action owners and timelines for completion.
  • Team Leadership: As a member of the team, contribute the development of talent and capabilities. Use experience to bring new ideas and to identify and challenge ineffective practices. Based on the proven experience this person will be responsible for guiding, mentoring and coaching the junior project managers in the team. Manage the selection of project managers.
  • Continuous Improvement: Collaborate with others to improve our IT delivery methodology covering tools, sourcing, processes and quality assurance.
  • Set deadlines, assign responsibilities, and monitor and summarize progress of projects
  • Think creatively about solutions to technical and non-technical problems
  • Communicate effectively with technical and non-technical audiences
  • Facilitate effective meetings that produce clear action and consensus
  • Ensure that IT plan is consistent with project design and requirements
  • Build trusting relationships within and beyond the IT Team to achieve the goals and contribute to the success of the Utah DCC
