At eBay, we’re more than a global ecommerce leader — we’re transforming how the world shops and sells. Our platform connects millions of buyers and sellers in over 190 markets, crafting economic opportunities for all. Our customers guide us, authenticity thrives, bold ideas are encouraged, and everyone can bring their outstanding selves to work every day.

The Search, Recommendations, and Product Knowledge team ensures seamless, engaging shopping experiences on and off our marketplace through intelligent computing at scale.

We seek a Technical Program Manager to drive efforts in buyer memory/personalization systems that improve eBay’s discovery and shopping. You will be responsible for managing the entire delivery process of complex programs. Your role includes translating product and engineering roadmaps into actionable plans and collaborating with engineering, science, and product teams to deliver meaningful experiences for buyers and sellers.

Key Responsibilities

  • Drive delivery for Search, PK, Memory, and Knowledge Catalog programs, managing the process from problem definition to launch and subsequent post-launch refinement.

  • Convert product and engineering roadmaps into prioritized, sequenced plans featuring clear objectives, owners, timelines, and success criteria.

  • Coordinate cross-functional teams (Product, Engineering, Science, Development, Analytics, GCX or equivalent experience) to deliver features such as memory-powered personalization, catalog quality improvements, and search relevance changes.

  • Identify and manage risks, issues, and dependencies early, drive mitigations, and bring up clear options and trade-offs when needed.

  • Define and track program benchmarks (search relevance, surface rate, memory adoption, catalog coverage and quality, latency, reliability metrics) and use them to steer execution.

  • Navigate ambiguity by structuring problem statements, clarifying ownership, and iterating toward solutions with incremental, testable achievements.

Requirements

  • 5–7+ years of experience in technical program management, project management, or similar roles delivering multi-team initiatives in technology or e-commerce environments.

  • Experience managing extensive, data-intensive, or distributed systems such as search, ranking, recommendations, or data/ML platforms.

  • Solid understanding of structured data models (entities, relationships, taxonomies, schemas) and their role in discovery, analytics, and user experiences.

  • Strong program execution skills: prioritizing, planning, scheduling, dependency management, and risk/issue management across multiple teams.

  • Established experience partnering with various groups (Product, Engineering, Science, Build, Analytics, Finance, GCX) and promoting agreement in complicated, multi-interest environments.

  • Excellent written and verbal presentation skills, including the ability to explain intricate Search/PK/Memory problems and trade-offs to both technical and non-technical audiences.

  • Proficiency using data, dashboards, experimentation, and modern delivery tools (e.g., Jira) to make decisions, prioritize work, and communicate impact.

Preferred Qualifications

  • Experience building personalization, or data- and machine learning-based systems at scale.

  • Solid grasp of product catalog/knowledge graph systems (entities, attributes, taxonomies) and how they impact discovery and browsing experiences.

  • Familiarity with user-memory or personalization systems (cross-session signals, profiles, histories) and their integration with search, recommendations, or PK.

  • Experience using AI tools to improve TPM workflows such as status reporting, risk tracking, documentation, and dependency management.

  • Practical experience with Airtable, Claude Code, and Jira, or similar tools used for planning, execution tracking, portfolio reporting, and engineering workflows.
