Technical Program Manager

The Technical Program Manager will provide overall technical leadership and coordination for IMA World Health's integrated MNCH and Protection program in conflict‑affected North Kivu. Reporting to the Senior Program Manager, the Technical Program Manager will supervise the MNCH Health Services Officer and the Protection Program Officer, ensuring coherent implementation across maternal and newborn care, GBV/CP services, IPC readiness, facility rehabilitation, and mobile outreach. The Manager will guide technical strategy, harmonize facility‑level interventions, ensure adherence to national standards and donor requirements, and collaborate closely with the MERL Manager to strengthen data quality, indicator performance, and evidence‑based decision‑making. This role requires strong technical depth, field leadership, and the ability to coordinate multidisciplinary teams operating in insecure, rapidly evolving humanitarian environments.

Key Areas of Responsibility:

Technical Leadership & Coordination

• Provide day‑to‑day technical oversight for MNCH, GBV/CP, IPC, and outreach interventions across six facilities and multiple IDP sites.
• Ensure alignment of MNCH and Protection activities with national guidelines, donor requirements, and IMA's technical standards.
• Lead integrated planning sessions, harmonizing workplans across MNCH, Protection, MERL, and facility teams.
• Support the Senior Program Manager in adapting technical strategies to evolving conflict dynamics and population movements.

Supervision of Technical Officers

• Directly supervise the MNCH Health Services Officer and Protection Program Officer, providing coaching, field mentoring, and performance oversight.
• Ensure technical officers conduct regular facility visits, maintain strong relationships with MoH counterparts, and uphold quality standards.
• Review technical reports, field findings, and recommendations from both officers and consolidate them for program leadership.

Quality Assurance & Standards

• Ensure BEmONC, CMR, PSS, IPC, and safe‑space interventions meet national SOPs, inter‑agency guidelines, and survivor‑centered principles.
• Oversee facility readiness assessments, safety/dignity improvements, and outbreak preparedness measures.
• Support development and rollout of job aids, protocols, and training materials for facility and community teams.

Collaboration with MERL Manager

• Work closely with the MERL Manager to ensure high‑quality data collection, indicator tracking, and reporting across MNCH and Protection components.
• Participate in DQAs, learning reviews, and adaptive management discussions.
• Use MERL data to guide technical decision‑making, identify gaps, and strengthen service delivery.

Stakeholder Engagement & Coordination

• Represent the program in technical coordination forums, including the Health Cluster, GBV Sub‑Cluster, and CP AoR.
• Strengthen collaboration with MoH divisions, HEAL Africa, community protection committees, and other implementing partners.

Eligibility Criteria - Technical Program Manager:

Minimum Qualifications

• Master's degree in Public Health, Medicine, or a related field.
• At least 5 years of experience managing technical components of humanitarian health or protection programs.
• Demonstrated expertise in MNCH, GBV/CP, or integrated health‑protection programming.
• Experience supervising multidisciplinary technical teams in conflict‑affected or displacement settings.
• Strong understanding of BEmONC, CMR, PSS, IPC, mobile outreach, and facility‑based service delivery.
• Proven ability to collaborate with MERL teams and interpret data for program improvement.
• Fluency in French required; Swahili or local languages strongly preferred.
