We are seeking a Technical Manager/ Subject Matter Expert – Federal Health to join our team and support our federal client.
*This is a remote position with periodic client site support meetings.
Essential Duties and Responsibilities:
Program & Technical Delivery
- Hands-On Technical Oversight: Provide technical management, understanding the nuances of application delivery, cloud infrastructure, SharePoint and Microsoft application development, and data solutions to effectively guide development teams. This will also include hands-on development as needed.
- Architectural Roadmap: Define and manage the long-term technical vision and roadmap for the Microsoft SharePoint, Dynamics, and Power Platform portions of the project, ensuring current development efforts align with future scalability, security, and performance goals.
- Technical Decision Governance: Lead the evaluation of trade-offs between short-term delivery needs and long-term architectural integrity (e.g., managing technical debt vs. new feature velocity).
- Resource Management: Mentor and manage developers and analysts, fostering their professional growth and ensuring high-performance delivery.
Estimation, Schedule & Planning
- Level of Effort (LOE) Management: Own relevant estimation processes by validating technical assumptions behind team estimates, challenging outliers, and rolling them up into accurate forecasting models.
- Integrated Schedule Management: Develop and maintain a schedule for the applicable areas of responsibility that integrates technical dependencies, critical path tasks, and resource availability to ensure realistic delivery timelines.
Quality of Architecture
- Architectural Quality Assurance: Establish and enforce architectural standards and design patterns for SharePoint and Power Platform areas of the project. Conduct periodic architectural reviews to ensure the solution is maintainable, secure, and compliant with agency standards (e.g., NIH/federal guidelines).
- Performance & Code Quality Metrics: Define KPIs for code quality and system performance; hold the development team accountable for meeting these metrics through automated testing and code review processes.
Strategic Growth & Leadership
- Client Relationship Management: Leverage deep historical knowledge of NIH to strengthen existing client relationships and identify new value-add opportunities.
- Practice Growth: Collaborate with leadership to stand up and maintain a "SharePoint" community of practice/Center of Excellence.
- Business Development: Support growth initiatives by identifying pipeline opportunities, contributing to technical proposals, and participating in capture activities for Federal Health clients.
Operational Excellence
- Act as a liaison between NIH stakeholders and Unissant leadership to ensure alignment on strategic goals.
Work Experience:
- 10+ years of experience in federal IT contracting, with a strong focus on Health IT (NIH preferred).
- Technical Background: Proven expertise in managing Microsoft ecosystems (SharePoint, Power Platform, Dynamics, Copilot) and understanding of cloud infrastructure.
- Project Management: Demonstrated success managing multiple concurrent projects, technical staff, and complex client deliverables.
- Business Acumen: Experience with proposal development, pipeline management, and organic account growth.
- Leadership Style: A "people-first" manager who values mentorship and long-term team stability.
Job Skills:

- Bachelor's Degree or equivalent combination of education and experience is required.

- Demonstrated experience communicating effectively across internal and external organizations.
- Must work well in a matrixed team environment.
Travel:
- As needed for client site support meetings.
Environmental Requirements:
- Mainly sedentary; in an office environment
- May be required to lift up to ten (10) pounds
- Flexible in working extended hours
