The Technical Lead serves as the senior technical authority for the WIFA Long Term Water Augmentation Project, providing enterprise level engineering leadership and technical governance across all program components. This role is responsible for ensuring that engineering strategies, technical decisions, and design outputs meet WIFA contractual requirements, regulatory obligations, and long term operability and sustainability objectives.

The Technical Lead works across treatment, conveyance, intake/discharge, pumping, storage, and operational systems, coordinating multidisciplinary teams and resolving complex technical challenges throughout planning, design, construction, commissioning, and handover to operations. This position plays a critical role in protecting technical integrity, managing risk, and supporting informed decision making at the program level.

Program‑Level Technical Leadership

  • Serve as the primary technical advisor to the Project Director and WIFA leadership team.

  • Provide technical leadership across all WIFA program components, including conveyance corridors, treatment facilities, pumping stations, intake/discharge systems, and operational‑readiness assets.

  • Guide technical strategy to ensure alignment with WIFA objectives, contractual commitments, and long‑term water security goals

Engineering Oversight & Quality Assurance

  • Lead or participate in technical and design reviews to ensure engineering deliverables meet internal standards and WIFA requirements.

  • Provide QA/QC oversight across:

  • Engineering reports and studies

  • Design packages and specifications

  • Hydraulic and process modeling outputs

  • Multidisciplinary interfaces

  • Ensure compliance with applicable codes, standards, and regulatory frameworks (including AWWA, ASTM, NFPA, OSHA, and Arizona‑specific regulations).

Technical Risk Management

  • Identify, assess, and manage technical risks across program phases.

  • Support evaluation of alternatives, constructability, and lifecycle cost considerations.

  • Contribute to technical risk registers and mitigation strategies in coordination with project controls and engineering teams.

Interface & Stakeholder Coordination

  • Coordinate closely with:

  • Engineering Managers and discipline leads

  • Construction and commissioning leadership

  • O&M and Asset Management teams

  • Environmental, permitting, and regulatory stakeholders

  • Support technical engagement with WIFA representatives, partners, and advisors, including participation in technical workshops and governance reviews.

Support to Procurement, Construction & Operations

  • Provide technical input to procurement activities, bid evaluations, and major equipment selections.

  • Support construction and commissioning teams in resolving complex technical issues.

  • Ensure technical decisions support long‑term operability, maintainability, and system reliability.

Required Skills and Competencies

  • Bachelor’s degree in Civil, Mechanical, Chemical, Environmental, or related Engineering discipline, master’s degree preferred.

  • Proven experience of progressively responsible technical experience on large water, wastewater, or conveyance infrastructure programs.

  • Demonstrated experience serving as a technical authority or subject‑matter lead on complex, multi‑disciplinary projects.

  • Experience with large‑scale treatment, conveyance, or desalination‑related infrastructure strongly preferred.

  • Familiarity with EPC, design‑build, or program‑level delivery models.
