Why This Role Matters

The Technical Director – Marine is a senior leadership role responsible for defining and governing all technical aspects of marine and near shore projects, ensuring safe, efficient, and high-quality delivery of complex marine works (ports and jetties, offshore structures, coastal protection).

The role provides strategic direction, technical assurance, and operational support across the full project lifecycle—from concept and design to execution and commissioning.

What You’ll Drive

Technical Leadership & Strategy

  • Define and implement the marine technical strategy aligned with business and project objectives.
  • Provide expert guidance on marine engineering, constructability, and execution methods.
  • Lead innovation, optimisation, and continuous improvement initiatives.
  • Support tendering teams with technical solutions, methodologies, and risk assessments.

Resource & Team Leadership

  • Set-up processes and tools (document management, review processes, transfers to operations)
  • Forecast resources necessary to support the execution of a large project.
  • Lead and develop multidisciplinary teams to execute the contracted works.
  • Define capability requirements and support workforce planning.
  • Mentor technical leaders and build organisational capability.

Project Technical Governance

  • Ensure marine projects are delivered in compliance with design requirements, applicable standards and specifications and within cost, quality, and schedule targets.
  • Initiate, review and approve engineering deliverables, construction methodologies, materials procurement, temporary works.
  • Oversee the coordination between design, procurement, and site execution teams through his technical office.

Marine Operations & Execution Support

  • Provide technical oversight for near shore operations, marine fleet utilisation, offshore installation works.
  • Validate key construction sequences, lifting studies, and marine spread selection.
  • Support troubleshooting of complex offshore and marine execution challenges.

Safety, Compliance & Risk Management (Safety First)

  • Ensure strict adherence to HSE policies, Marine regulations (IMCA, SOLAS, MARPOL, etc.), and statutory requirements.
  • Lead technical risk identification and mitigation strategies.
  • Promote a “Safety First” culture within engineering and operations.

Budget & Performance Management

  • Oversee technical budgets, including designs and studies, permanent material, marine equipment and plant.
  • Optimise technical solutions to achieve cost-efficiency without compromising safety or quality.

Stakeholder & Client Interface

  • Act as technical authority in front of Clients and consultants, authorities and regulators as well as JV partners and subcontractors.
  • Support claims, variation management, and dispute resolution from a technical standpoint.

Qualifications

You’re a Great Fit If You Have

  • Minimum 15–20 years’ experience in construction and marine nearshore structures.
  • Ready to work on rotational basis
  • Experience in large-scale marine projects (infrastructure and marine) and Oil and Gas is mandatory
  • Trong knowledge in marine piling and jetties
  • Master’s degree in civil engineering or related field.
  • Languages: Fluency in English. French or Portuguese is an advantage
