Do you look at data and instinctively want to understand the story behind it?

We're looking for an experienced Technical Business Analyst (Biodiversity Monitoring) who can make sense of complexity and improve how biodiversity data and information supports conservation.

While this role is called a Technical Business Analyst, this isn't a traditional IT Business Analyst role. The role requires someone who is comfortable talking technology, and able to see well beyond the system itself.

You'll explore how data, people, processes and technology connect, asking not just what is needed, but why, where the information comes from and what depends on it.

Working across DOC's monitoring and insights environment, you'll bring together scientific, operational, data and technical perspectives to shape practical, sustainable business solutions and data pooling. You'll engage with people across DOC, from scientists and technical specialists to rangers, operational teams and corporate functions.

Your initial focus will be supporting the replacement of DOC's Sample Management Tracking System (SMTS), understanding and refining the business workflows and working closely with the Samples team and developers supporting the future solution through design, testing and implementation.

The position will be focussed on:

  • getting underneath complex business and biodiversity data problems by listening, investigating, asking insightful questions and testing assumptions
  • understanding how data moves end to end, from where and why it is collected through to its quality, management and ultimate uses
  • connecting the dots between people, processes, data and technology, including system integrations, dependencies and the wider impacts of change
  • translating complex business, data and reporting needs into clear, practical requirements
  • supporting the replacement of SMTS by refining workflows, detailed requirements and business rules, and contributing to design, testing and implementation
  • bringing different perspectives together, navigating competing needs and ensuring solutions address the underlying problem
  • identifying opportunities to improve data quality, processes, systems and ways of working while supporting successful change and adoption.

We're interested in how you think as much as the tools you've used.

You'll be naturally curious, comfortable with complexity and able to move between the detail and the bigger picture. You'll want to understand what data means, where it comes from, how reliable it is and the assumptions behind it.

You won't need to be the loudest person in the room. What matters is your ability to listen well, build credibility, ask insightful questions and connect things others may not immediately see.

If you have some of the following, we are keen to hear from you:

  • strong senior-level business analysis experience in complex operational, scientific, data or technical environments
  • excellent critical and systems thinking, with the ability to see connections, dependencies and wider impacts
  • strong analytical capability and genuine curiosity about data, its source, quality, meaning and use
  • experience analysing end-to-end processes, information flows, requirements, business rules and data needs
  • Comfortable using agentic AI to assist your work
  • sufficient technical understanding to work confidently across applications, integrations and data platforms while keeping the broader business need front of mind
  • excellent listening, questioning and facilitation skills, with the ability to simplify complexity, challenge assumptions and uncover what people genuinely need
  • experience supporting solution design, implementation, testing and change, balancing big-picture thinking with practical delivery
  • confidence navigating ambiguity, differing perspectives and competing priorities.

Desirable

We'd be particularly interested in experience in:

  • biodiversity, conservation, environmental science or natural resource management
  • scientific, field-based or monitoring environments
  • biodiversity, scientific or environmental data, data sovereignty, and data governance
  • central or local government, Crown Research Institutes, regional councils or similarly complex organisations.

You don't need to be a scientist. Equally, you may have started your career in science, fieldwork, data or technology before moving into business analysis. What's important is that you can understand technical concepts, get curious about the data, ask great questions, seek to understand and see the big picture.
