About the HRA Capital Programme

The Housing Revenue Account (HRA) Capital Programme is a large-scale investment programme focused on improving, maintaining, and ensuring the long-term sustainability of the Council’s housing stock and associated assets.

The programme delivers a wide range of strategic projects and planned works designed to enhance resident safety, building compliance, housing quality, energy efficiency, and neighbourhood environments across the borough. This includes investment in fire safety, structural and building remediation, damp and mould works and retrofit initiatives, major repairs, estate maintenance, and compliance-related programmes aligned to current regulatory requirements.

The HRA Capital Programme works collaboratively across Housing Services, Asset Management, Compliance, Finance, Procurement, PMO, and external delivery partners to ensure safe, compliant, and value-for-money delivery of capital investment projects that improve homes and outcomes for residents.

About the Role

The role is to oversee and coordinate surveying activity and associated projects within the Disrepair, Technical, and Damp & Mould task force teams, ensuring surveys, remedial works, and associated processes are delivered efficiently, compliantly, and in line with statutory and legal requirements.

This role will need to manage survey coordination, resource allocation, performance reporting, and engagement with legal services on housing disrepair claims. The role includes line management responsibilities and plays a key role in maintaining effective operational delivery across responsive, complex, and high-risk housing cases.

Skills and Experience

  • Ability to coordinate and oversee surveys and technical workstreams to meet service priorities and deadlines.
  • Strong organisational skills with the ability to manage multiple cases, trackers, and competing demands.
  • Ability to allocate resources effectively, including arranging cover and supporting technically complex jobs.
  • Ability to maintain accurate records, update systems, and produce basic performance reports.
  • Good communication skills, with the ability to liaise with tenants, surveyors, contractors, legal services, and internal teams.
  • Ability to manage sensitive enquiries professionally and empathetically.
  • Competent IT skills, including Microsoft Office (particularly Excel) and housing or case management systems.
  • Ability to line manage staff, including workload allocation and day‑to‑day support.

It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.
