PATH is a part of the Rotary Healthy Communities Challenge (RHCC), a three-year, multi-country project with an overall goal to reduce severe illness and deaths among children under five years of age due to malaria, diarrhea, and pneumonia through improved access to and demand for integrated community case management (iCCM) services. RHCC is jointly funded by The Rotary Foundation, The Gates Foundation, and World Vision US. Each RHCC country partnership is coordinated by a Country Committee chaired by a Rotarian.

In Mozambique, the Ministry of Health (MOH) instituted community health workers with the name ‘Agentes Polivalentes Elementares’, or APEs, recently renamed ‘Agentes Polivalentes de Saúde’, or APS, under the Community Health Subsystem Strategy. APSs are trained in disease prevention and treatment at community level, and to refer patients for further care at the nearest health facility. Community Health Volunteers (CHVs) complement the work of APSs by delivering health information at community gatherings and household interactions. Both cadres are central to the provision of iCCM in Mozambique.

World Vision is the main implementing partner for RHCC in Mozambique. Implementation – in the project districts of Dôa, Chifunde, Mutarara (in Tete Province), and Manica (Manica Province) – is carried out in close collaboration with MOH and sub-national health authorities.

 PATH is a technical sub-partner on the project providing technical assistance in monitoring and evaluation, data quality, data use, and digital systems strengthening.

PATH is seeking an experienced Technical & Monitoring and Evaluation Officer based in Tete to support the work of the RHCC project in Mozambique, with a primary focus on strengthening the routine data pipeline to ensure timely, accurate, and complete surveillance data being reported from RHCC districts.

Main activities of the role:

• Routine RHCC key performance indicator (KPI) reporting and APS data analysis. Collect routine data from a range of sources to maintain and update the standard RHCC KPI reporting template. Maintain and update the APS monthly summary database. Prepare outputs for internal and external review, and for regular project reporting requirements.
• Supervision, data quality assessment (DQA), and district data quality improvement planning. Review and support the use of RHCC supervision tools to ensure alignment with MOH. Support planning and review of DQAs and consolidate and interpret DQA findings. Facilitate district-level review meetings and support districts to develop and monitor actions through District Data Quality Improvement Plans (DQIPs).
• Digital systems strengthening and data visualization. Support use of upSCALE data for supervision and monitoring, aligning RHCC data processes with SIS-MA / DHIS2. Maintain or improve dashboards and routine data visualization products. 
• District and project-level data review and action-oriented decision-making Provide technical coordination to support regular district and project-level data review sessions. Prepare data summaries and visualizations to show trends, inconsistencies, underperformance, and data quality concerns.  Facilitate using findings to inform decision making.
• Collaboration and coordination with subnational authorities and the RHCC partnership. Participate in relevant provincial and district meetings, programs, and data discussions. Liaise with project partners, i.e., World Vision and Rotary, and participate in RHCC Country Committee meetings as needed.

Required Experience:

• Advanced university degree in public health, health system management, health economics, health statistics, epidemiology or related field.

• Minimum of three years of experience working in disease surveillance, M&E and/or research, digital health, ideally in community case management or malaria projects

• Proficiency in Microsoft Office suite including Word, Excel, Access, PowerPoint, SharePoint, and Teams

• Strong quantitative data management and analysis skills with proficiency in statistical software packages such as Stata or R

• Experience with DHIS2 highly desirable 

• Experience with upSCALE / CommCare highly desirable

• Experience with Power Bi, Apache Superset or other data visualization tools highly desirable

• Willingness to be based in Tete and to travel at an estimated 50% of the time to the project districts
