Background
The “Strengthening Policy and Performance-Oriented Public Finance Management (PFM) systems in Mongolia” project aims to strengthen Mongolia’s performance-oriented PFM aimed to improve fiscal resilience, efficiency, transparency, and development impact. Building on progress achieved through earlier EU‑funded PFM reforms, the project supports the Government of Mongolia to advance medium‑term and risk‑informed fiscal planning, modernize budgeting systems, enhance domestic revenue mobilization, and institutionalize results‑based budgeting at national and subnational levels. The initiative responds directly to key gaps identified in the 2021 PEFA assessment and aligns with national development priorities articulated in Vision 2050, the five Years Development Guideline (2026–2030), and Mongolia’s commitments under the Sustainable Development Goals.
Implemented through a systems-level reform and institutional capacity development approach, the project aims to strengthen Mongolia’s public financial management system to improve fiscal discipline, resource allocation, and development outcomes.
The project focuses on reinforcing core fiscal frameworks, including the Medium-Term Budgetary Framework (MTBF) and fiscal risk management systems, while advancing the transition toward programme-based and results-based budgeting. It places particular emphasis on embedding cross-cutting priorities—such as climate action, gender equality, and youth inclusion—into budget planning, execution, and monitoring processes, ensuring that public finance systems support inclusive and sustainable development.
In parallel, the project supports domestic revenue mobilization reforms, including strengthening tax policy, treaty negotiation capacity, and compliance with international tax transparency standards, thereby expanding fiscal space for national and local development priorities.
Through close collaboration with the Ministry of Finance, Ministry of Economy and Development, and other key stakeholders, as well as development partners, the project seeks to institutionalize reforms, enhance transparency and accountability, and ensure that public resources are allocated efficiently and aligned with national policy objectives.
Key Priority Areas
The project contributes directly to the achievement of SDG 16 (Peace, Justice and Strong Institutions) by strengthening transparent, accountable, and effective public financial management systems, and to SDG 17 (Partnerships for the Goals) through enhanced domestic resource mobilisation and alignment with international tax and fiscal standards. By institutionalising performance-oriented Public Finance Management, the project supports SDG 8 (Decent Work and Economic Growth) and SDG 10 (Reduced Inequalities) through more efficient and equitable allocation of public resources, particularly in health, education, and energy sectors. Integration of climate considerations into fiscal planning and budgeting contributes to SDG 13 (Climate Action), while mainstreaming gender‑responsive budgeting advances SDG 5 (Gender Equality). Collectively, the project strengthens the financing and governance foundations required for the implementation of the SDGs in Mongolia.
Duties and Responsibilities
Under the overall guidance and direct supervision of the National Project Manager, the Technical Analyst collaborates closely with the Project Implementation Unit (PIU), Country Office staff members and other relevant project partners/focal points.
The Technical Analyst will be responsible for providing substantive inputs and quality assurance across both outputs, including i) Provide top-quality technical advisory services, ii) substantive review and quality assurance of knowledge products and deliverables of the project, and iii) support effective implementation of project activities iv) substantive interlinkages and complementarity between components of the project as well as with the similar initiatives of the government and other stakeholders for greater synergy and sustainability.

Institutional Arrangement
The Technical Analyst will be office-based with possible field travel (subject to the easement of travel restrictions) and work under direct guidance and will report to the National Project Manager of the project. The Technical Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment and will coordinate closely with the partner organizations for this TOR.
