Job Description
Location: Rotterdam
Work Schedule: 36 hours per week (Hybrid; mandatory office day on Tuesdays)
Contract Period: June 1, 2026 – May 31, 2028 (with possible extensions)
We are seeking a Technical Advisor with a civil engineering background to support major maintenance projects on road infrastructure. The role focuses on maintenance and repair of structures within highway systems, including asphalt replacement, expansion joints, and concrete restoration.
Key Responsibilities
Develop technical specifications for maintenance and repair works on civil structures
Assess and verify the quality of work performed by contractors
Identify concrete damage patterns (e.g., carbonation, chloride damage, wear) and recommend repair solutions
Advise on suitable joint systems and concrete repair methods, considering cost, quality, and risk factors
Translate inspection data into actionable maintenance solutions
Review contractor designs and completed works
Conduct monthly site inspections during high-risk activities and document findings
Collaborate with multidisciplinary teams across design, preparation, and execution phases
Support process and product testing as a subject matter expert
Requirements
Completed Higher Professional Education (HBO) in Civil Engineering
Minimum 3 years of relevant experience in:
Expansion joints
Pavements on structures
Concrete damage repair (design and/or quality supervision roles)
Valid VCA-VOL (Safety for Operational Supervisors) certification
Basic knowledge of relevant regulations, standards, and systems engineering principles
Strong analytical, communication, and collaboration skills
Proactive and detail-oriented working style
Preferred Qualifications
Experience in maintenance of civil engineering structures
Additional certifications or training related to expansion joints or concrete repair
Familiarity with infrastructure project frameworks and guidelines
Additional Information
Role involves occasional weekend work for inspections during road closures
Requires regular interaction with contractors and internal stakeholders
Work is carried out under the direction of a supervising technical manager
