We are seeking to appoint two full-time Team Leader City Laws positions to provide operational leadership, supervision and support to frontline regulatory officers delivering key community safety, compliance and amenity services across the municipality.

Reporting to the Coordinator City Laws, these positions are responsible for leading day-to-day regulatory operations, supporting complex investigations and enforcement activities, developing team capability, and driving high-quality customer and community outcomes.

The two positions will oversee distinct service areas, operating on a rotating basis and encompassing:

• Team Leader City Laws - Animal Management: leading officers delivering animal management programs and functions, including animal welfare, domestic animal compliance, dangerous dog investigations, domestic animal business regulation and community education initiatives.
• Team Leader City Laws - Local Laws, Litter & Amenity: leading officers delivering local law, litter, illegal dumping, abandoned vehicle and community amenity compliance programs, investigations and enforcement activities.

Both positions play a key role in fostering a positive and high-performing team culture while ensuring regulatory services are delivered professionally, ethically and in accordance with relevant legislation and Council policies.

What You'll Be Doing

• Leading and developing a team of City Laws Officers to deliver professional, customer-focused regulatory services.
• Managing daily operations, workloads and priorities to ensure responsive and effective service delivery.
• Providing guidance and oversight for complex investigations, compliance matters and enforcement activities.
• Building positive relationships with residents, businesses and key stakeholders to achieve community safety and amenity outcomes.
• Driving continuous improvement initiatives, team capability development and service excellence.
• Contributing to after-hours and emergency response arrangements as required.

The Skills and Experience You'll Bring

We're looking for experienced regulatory leaders who can motivate teams, make sound decisions and deliver positive outcomes for the community.

• Experience leading or supervising staff in a regulatory, compliance, enforcement or local government environment.
• Strong knowledge of regulatory investigations, compliance and enforcement practices.
• Proven ability to manage competing priorities and make sound decisions in complex or sensitive situations.
• Excellent communication, stakeholder engagement and conflict resolution skills.
• A collaborative leadership style with a demonstrated ability to coach, mentor and develop others.
• A commitment to continuous improvement, customer service and achieving high-quality community outcomes.

Required Certifications & Qualifications

• Degree or Diploma in a regulatory, compliance, enforcement, public safety, leadership or related discipline; or lesser formal qualifications with substantial relevant experience.
• Current Victorian Driver License.
• Current Employee Working with Children Check.
• Ability to obtain and maintain a satisfactory National Police Check.
• Ability to successfully complete required pre-employment medical and assessment requirements.
