Key Responsibilities:
Leadership and Management
As Team Leader you will:
Manage a range of front-line roles such as Progression Coaches, including supporting in their recruitment, supervision, training, and performance management.
Conduct good quality PIE informed one to one sessions and team meetings.
Provide case load allocation and management to ensure young person’s support is provided in line with needs assessment, support planning, risk management and contractual obligations.
Supervise any work placement students and volunteers, ensuring that the work they are given is appropriate and monitored.
Be responsible for the overall health, safety and welfare of self and others.
Service Delivery and Operations
Ensure services to young people are welcoming, effective, responsive, safe, needs and outcome led.
Ensure support files and plans are person centered, accurate and up to date by performing regular quality assurance file audits and provide the Youth Services Operations Manager with regular updates.
Assist with funding applications and bids as required.
Ensure the maximum number of young people residing at accommodation-based services move into independent accommodation by monitoring and overseeing move on plans including the provision of support after they have moved on.
Ensure young people who are provided with Floating Support Services remain and sustain their accommodation, by monitoring and overseeing.
Ensure delivery of Life skills programmes including access to learning, skills and work opportunities and family mediation support in line with individual young people’s support packages.
Ensure that young people’s risk and needs assessments are carried out, regularly reviewed and that safeguarding policies and practices are followed.
Support the Youth Services Operations Manager and play an active part in the budget setting process and thereafter monitor service budgets to ensure cost efficiency.
Ensure that actions from audits, inspections and assessments are closed within agreed timescales.
Housing Services (accommodation based only)
Work closely with Property Service colleagues to ensure that all schemes are well maintained and physically and financially sustainable.
Where you are responsible for commercial and/or residential buildings, ensure the delivery of high-quality housing services, including managing and leading housing staff, maximising rental income, and managing arrears; dealing with and responding to anti-social behaviour; dealing with and responding to tenancy and license issues; managing waiting lists as required and leading the voids and letting process on site.
Where you are responsible for commercial and/or residential buildings, ensure that buildings remain in good condition, working with central teams and freeholders/landlords as required to ensure responsive repairs and maintenance are carried out.
Where you are responsible for commercial and/or residential buildings, ensure that contractors are held to account for their performance on site and escalating any issues to Property Services.
Where you are responsible for commercial and/or residential buildings, ensure that all compliance and health and safety requirements are delivered on site, working with central teams to ensure access is provided for contractors and other third parties and that non-specialist monitoring, testing, risk assessing and checking is completed in accordance with St Basil’s processes, policies, and procedures.
Ensure that your services and your teams meet St Basils obligations to its regulators including Ofsted, the Regulator of Social Housing (RSH), and the Charity Commission.
Be part of an on-call Rota to provide an out of hours on call service.
Ensure that your team provides high quality intensive housing management services and, where you are responsible for a floating support team, high quality information advice and guidance in relation to housing and welfare benefit issues.
Quality Assurance
Work with St Basil’s Head of Quality Standards & Registered Service Manager and your Youth Services Operations Manager to ensure that under 18, looked after and care leaver regulatory compliance and quality assurance is achieved.
Work with St Basil’s central teams and your manager to ensure that the RSH’s standards are adhered to, and any non-conformance or risk of non-conformance is reported
Ensure that any complaints are dealt with quickly and effectively in line with St Basils complaints policy and participate in investigations as and when required.
Strategy and Policy
Identify opportunities, build partnerships, and support business development projects to expand and improve supported housing and development activities.
Participate in the review of policies and procedures as required. This includes supporting in the review and update of St Basils policies and procedures and ensure policies and procedures are followed and promoted across your service teams.
Partnership Working
Represent and promote the work of St Basils both internally and externally.
Ensure the delivery of a range of participation, co-production and involvement opportunities are provided for young people. This includes developing services with a focus on co-production in line with St Basils inclusion and involvement strategy.
Maintain effective working relationships with key partners, commissioners, funders, external services, and the local community.
QUALIFICATIONS
Essential:
NVQ 4 Health & Social Care, Advice & Guidance, Leadership or equivalent or working towards
Level 3 qualification in housing management or equivalent or willing to work towards within a reasonable time period.
Desirable:
NVQ 5 in Health & Social Care or Housing
A level 4 qualification in housing management or equivalent.

St Basils works with young people aged 16-25 who are homeless or at risk of homelessness, helping over 4000 young people per year across the West Midlands region with specific services in Birmingham, Sandwell, Solihull, Walsall, Worcestershire, the Wyre Forest, Coventry and Warwickshire. Ever year over 1200 young people are housed in our 29 supported accommodation schemes, which for some young people includes their young children as well. We have a range of prevention, accommodation and support services to help young people regain the stability they need to rebuild their lives, gain skills, training and employment and move on. The aim is to help them successfully break the cycle of homelessness so that they can go on to experience a bright, fulfilling future and never return to a state where they are at risk of homelessness again.
St Basils also works with young people and partners on a national basis (funded separately). We facilitate the National Youth Reference Group and the Youth Homeless Parliament, we are part of the national End Youth Homelessness Alliance and we are working to roll out our 'Positive Pathway' model nationwide.
