Job Description

Jhpiego Mozambique is seeking a highly qualified and experienced Team Leader to lead and coordinate a assignment [proposal/contingent upon award] focused on gender equality, gender-based violence (GBV), social protection, social assistance, and community development. The successful candidate will provide strategic leadership, technical oversight, and overall coordination of multidisciplinary teams to ensure the effective delivery of project objectives and high-quality outputs.

Responsibilities

The Team Leader will be responsible for:

  • Providing overall leadership, strategic direction, and technical oversight for the consultancy assignment.
  • Coordinating and supervising multidisciplinary teams and ensuring the timely delivery of project outputs.
  • Leading the planning, implementation, monitoring, and evaluation of project activities.
  • Overseeing programme design and implementation related to gender equality, GBV prevention and response, women’s and girls’ empowerment, social protection, and community development.
  • Managing stakeholder engagement and maintaining effective relationships with government institutions, development partners, donors, civil society organizations, and community representatives.
  • Providing technical guidance on strategic planning, budgeting, and programme implementation.
  • Supervising capacity-building initiatives and ensuring quality assurance across all project activities.
  • Monitoring project progress, identifying risks and mitigation measures, and ensuring compliance with contractual requirements.
  • Preparing and presenting high-quality technical reports, strategic documents, and recommendations.
  • Facilitating consultations, workshops, and meetings with key stakeholders at national and sub-national levels.
  • Supporting evidence-based decision-making through data analysis, programme assessments, and evaluation findings.

Required Qualifications

  • The Team Leader shall possess, at a minimum, a Master’s degree or Doctorate in Anthropology, Sociology, Psychology, Social Work, or a related field.
  • The candidate shall have at least fifteen (15) years of professional experience in programmes related to gender and gender-based violence, social protection, social assistance, and social development.
  • The Team Leader shall demonstrate proven experience in leadership, planning, and implementation of programmes focused on the empowerment of women and girls and community development.
  • Experience in evaluations, programme planning, implementation, and monitoring and evaluation of development strategies in Mozambique is required.
  • The candidate shall demonstrate consolidated experience in coordinating complex consultancy assignments, including programmes with budgets exceeding USD 1 million, and proven capacity in the management and coordination of multidisciplinary teams.
  • Demonstrated experience working directly with the Government of Mozambique, the World Bank, the United Nations, and/or other international cooperation agencies is required.
  • The Team Leader shall also possess strong technical skills in strategic planning, budgeting, supervision of capacity-building processes, and monitoring of programme implementation progress.
  • In addition, the candidate shall demonstrate strong cross-cutting competencies, including the ability to negotiate and engage effectively at senior institutional levels, manage diverse stakeholders, and communicate effectively in multicultural environments.
  • Fluency in Portuguese and English is mandatory; knowledge of Mozambican local languages shall be considered an asset.
