Purpose of Job

Highly experienced Facilities & Administrative skilled responsible for the full operational management of ROMPCO Matola Depot Facilities and support to all pipeline operations in Mozambique. The role ensures continuous availability, compliance, and operational excellence across facilities services, service contracts, utilities, administrative functions, and supplier governance. Serves as a bilingual (Portuguese/English) liaison between corporate functions, local suppliers, and cross-border teams to ensure flawless execution of daily operations and strategic projects.

Key Accountabilities

  1. Facilities Operations Management
    • Oversee daily operations of ROMPCO Matola Facilities, ensuring full functionality, safety, and compliance with Sasol standards.
    • Provide facilities services support to Ressano Garcia HPCMS, including maintenance coordination.
    • Manage facility utilities including electricity, water, landlines, and levies, ensuring uninterrupted availability and timely resolution of outages.
    • Coordinate all building maintenance and upgrade activities such as plumbing, electrical, electronic systems, painting, civil works, and septic tank servicing.
    • Ensure availability and functionality of backup systems (power generators and water supply).
    • Liaise with Information Management (IM) on network downtime resolutions and printer failures.

2. Contract & Supplier Management

    • Act as Contract Holder for multiple critical facilities services including security, cleaning, gardening, firefighting equipment servicing, generator maintenance, AC maintenance, stationery & consumables, groceries, drinking water supply, hygiene services, furniture, equipment, and tanker water supply.
    • Compile detailed Scopes of Work (SoWs) for all contracts, maintenance needs, repairs, upgrades, and projects.
    • Conduct technical evaluations during tenders in alignment with Supply Chain Management (SCM).
    • Perform Supplier Performance Management (SPM) and Quarterly KPI evaluations in line with contractual obligations and SCM governance.
    • Run service provider progress meetings, ensuring safety compliance, adherence to SoW, contract clauses, and Sasol procedures.
    • Conduct strict performance monitoring through inspections, supervision, and evaluation of weekly and monthly reports.
    • Ensure suppliers conduct Toolbox Talks and Task Risk Assessments (TRA) prior to job execution, fully aligned with SHE file requirements.

3. Procurement, Financial Controls & Compliance

    • Initiate and manage PtP processes, including PRs and Entry Sheets, and monitor vendor payment cycles.
    • Ensure timely payment of all facilities vendors by coordinating closely with Payables and Finance.
    • Manage petty cash according to governance standards, including withdrawals, reconciliations, and SAP postings (Meticais, ZAR, USD).
    • Conduct audits on expense claims and travel requests prior to approvals via SiningHub.
    • Manage the Facilities Cost Centre budget, including provisions, forecasting, tracking, and reporting.
    • Administer asset optimization and disposal in accordance with SCM asset disposal procedures.
    • Monitor and maintains records of RMPCO Matola Facilities monthly waste management activities.

4. Project Management

    • Lead facilities infrastructure upgrade and refurbishment projects from planning to execution.
    • Coordinate site surveys, technical clarifications, Kick-offs, and runs Potential Deviation Analysis (PDA) meetings.
    • Ensure project activities comply with scope, safety expectations, and operational requirements.

5. Administrative, Governance & Coordination Support

    • Manage bilingual communication (English–Portuguese) for contracts, policies, procedures, technical documents, contractor communication, and supplier guidance.
    • Serve as Bubbles Administrator for Mozambique and contribute as a member of the EBS Steering Committee.
    • Organize itineraries, meetings, events, training sessions, and conference room logistics for internal and external stakeholders.
    • Liaise with landlords regarding levy matters, building issues, and third-party land encroachments.
    • Assist Mozambique teams with all administrative and operational matters as required.
    • Coach team members on the use of Concur for international travel and on conducting EBBS quality observations in Enablon.
    • Coordinate all travel bookings and engagements in collaboration with Global Travel and appointed travel agencies.
    • Manage Senior Manager and Area Manager Diary
    • Capture all the travelling cost of the Pipeline Operation in MOZ

Formal Education

Appropriate Bachelor’s Degree in HR/Business Administration or other relevant qualifications
