This position is a member of our Water Quality Division.
HERE’S WHAT YOU’LL BE DOING
Coordinate wastewater permitting general permits, including developing new general permits, renewing existing general permits, and ensuring the issuance of general permits conforms to state and federal regulations and agency policies.
Oversee division rules writing functions, including leading rule teams and following agency rule development procedures.
Provide technical, contracting and program support for the Water Quality Division, including assistance with development and implementation of policies, consultation on technical reviews of complex water quality permit applications, and other water quality projects.
Serve as bill coordinator and analyst during sessions of the Texas Legislature. Oversee the preparation of bill impact statements as assigned, following agency and office procedures.
KEY QUALIFICATIONS
Experience writing general/standard permits or permits by rule; or preparing individual permits, or state/federal regulations.
Experience working in an environmental field where state or federal regulations need to be eliminated.
Experience working with the Texas Pollutant Discharge Elimination System (TPDES), National Pollutant Discharge Elimination System (NPDES) implemented.
Experience preparing and updating operating procedures, performance measures, and quality control documents.
Experience writing technical documents and/or evaluating technical documents.
REQUIRED EDUCATION & EXPERIENCE
A bachelor's degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field, plus six years of full-time experience in environmental activities.
One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.
OR
A master’s degree from an accredited college or university in the degrees listed above, or related fields plus five years of the required experience.
OR
A doctorate degree from an accredited college or university in engineering, science, environmental science, or related fields plus four years of the required experience.
OR
Two years of full-time experience as a Natural Resources Specialist IV at the TCEQ.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Natural Resources Specialist V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Natural Resources Specialist V series.
Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Water Quality Division.
