HERE’S WHAT YOU’LL BE DOING
Perform advanced engineering work at a professional level for reviewing applications and preparing TCEQ and TPDES industrial individual and/or general permits and/or authorizations in accordance with state and federal rules, policies, and guidelines.
Communicate individually and through presentations concerning permits and the permitting process to agency staff, the public, and the regulated community; attend meetings and respond to telephone calls and letters received.
Respond to comments on assigned permits, and revise permits and other documents as needed. Prepare response to comments documents.
Assist the team leader in providing technical expertise, direction, leadership, and/or mentoring for industrial permits Team staff.
Lead, perform, or participate in special projects. I.e., maintain team’s permit shells and data files; updating team’s standard operating procedures; Provide QA/QC for team database entries; preparing authorization to construct requests; reviewing permit cancellation requests; attending pre-application and other meetings; and other assignments as requested.
KEY QUALIFICATIONS
Engineer-In-Training (EIT) certificate.
Experience conducting technical reviews for environmental proposals (reviewing or preparing environmental permits drafts, preparing permit applications, or reviewing other proposals related to the air, water, or waste programs, etc.).
REQUIRED EDUCATION & EXPERIENCE
General Engineering Specialist III
A bachelor’s degree in engineering from an accredited college or university, plus two years of full-time engineering experience.
An Engineer-in-training (E.I.T.) certificate will substitute for six months of the required experience.
A master's degree in engineering, environmental science, or related fields from an accredited college or university may substitute for one year of the required experience.
A doctorate in engineering, environmental science, or related fields from an accredited college or university may substitute for two years of the required experience.
General Engineering IV
A bachelor’s degree in engineering from an accredited college or university, plus four years of full-time engineering experience.
An Engineering-in-training (E.I.T.) certificate will substitute for six months of the required experience.
A master's degree in engineering, environmental science, or related fields from an accredited college or university may substitute for one year of the required experience.
A doctorate in engineering, environmental science, or related fields from an accredited college or university may substitute for two years of the required experience.
General Engineering V
A bachelor’s degree in engineering from an accredited college or university, plus five years of full-time engineering experience.
An Engineering-in-training (E.I.T.) certificate will substitute for six months of the required experience.
A master's degree in engineering, environmental science, or related fields from an accredited college or university may substitute for one year of the required experience.
A doctorate in engineering, environmental science, or related fields from an accredited college or university may substitute for two years of the required experience.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the General Engineering Specialist III-V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the General Engineering Specialist III-V series.
Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Austin Headquarters Office.
