This position is part of the Texas Optimization Program (TOP) https://www.tceq.texas.gov/drinkingwater/swmor/top within the Water Supply Division's Emergency Preparedness and Response Section. It's a specialized team dedicated to delivering no-cost technical training, hands-on assistance, and rapid emergency response to surface drinking water treatment plants and distribution systems across Texas. The TOP team drives excellence in water treatment optimization through in-depth special studies, performance evaluations, and voluntary recognition programs that help systems achieve superior water quality, pathogen risk reduction, and often cost savings through informed operations—all while protecting Texas communities

HERE’S WHAT YOU’LL BE DOING
ENGINEER III
Conduct in office and/or on-site engineering and technical reviews, analyses, quality control and evaluations of routine to highly complex information from internal and external customers to ensure compliance with applicable laws, regulations, policies and procedures; and follow up with appropriate actions.
Provide information and engineering assistance concerning requests and submittals from public water systems to internal and external customers through verbal communication, email, correspondence, meetings, on-site assistance, and presentations
Provide customer service to internal and external customers related to the agency’s drinking water program through verbal and written communication, correspondence, reports, meetings, presentations, and responses to Public Information Requests (PIRs).
ENGINEER IV
Conduct and coordinate in office and/or on-site engineering and technical reviews, analyses, quality control and evaluations of routine to advanced (senior-level) information from internal and external customers to ensure compliance with applicable laws, regulations, policies and procedures; and follow up with appropriate actions.
Provide information and engineering assistance concerning requests and submittals from public water systems to internal and external customers through verbal communication, email, correspondence, meetings, on-site assistance, and presentations.
Provide customer service to internal and external customers related to the agency’s drinking water program through verbal and written communication, correspondence, reports, meetings, presentations, and responses to Public Information Requests (PIRs).
Provide engineering assistance, training and mentoring to staff, and internal and external customers. Serve as a senior-level subject matter expert engineer for assigned programs/topics.
ENGINEER V
Conduct, plan and coordinate in office and/or on-site engineering and technical reviews, analyses, quality control and evaluations of routine to advanced (senior-level) information from internal and external customers including advanced public water systems to ensure compliance with applicable laws, regulations, policies and procedures; and follow up with appropriate actions.
Provide information and engineering assistance concerning requests and submittals from public water systems to internal and external customers through verbal communication, email, correspondence, meetings, on-site assistance, and presentations.
Provide customer service to internal and external customers related to the agency’s drinking water program through verbal and written communication, correspondence, reports, meetings, presentations, and responses to Public Information Requests (PIRs).
Provide senior level engineering assistance, training and mentoring to staff, and internal and external customers and assists in supervising or coordinating the work for others on specific assignments. Serve as a senior-level subject matter expert engineer for assigned programs/topics.
KEY QUALIFICATIONS
Awarded master's degree in engineering, environmental science, or related fields from an accredited collegeor university.
Experience with analyzing engineering design, maintenance, administration, and operations of public drinking water systems.
Licensed Surface Water Treatment Plant Operator.
Experience performing public drinking water systems analyses, such as evaluation of water quality, water chemistry, or water microbial assessment.
Experience preparing reports, correspondence, and recommendations for technical and non-technical audiences.
REQUIRED EDUCATION & EXPERIENCE
ENGINEER III
Texas Professional Engineer's license plus two years of full-time engineering experience beyond licensure.
Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.
ENGINEER IV
Texas Professional Engineer's license plus three years of full-time engineering experience beyond licensure.
Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.
ENGINEER V
Texas Professional Engineer's license plus four years of full-time engineering experience beyond licensure.
Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineer III - V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Engineer III - V series.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the Water Supply Division.
