This position is a member of our Program Support & Environmental Assistance Division.

HERE’S WHAT YOU’LL BE DOING

  • Provide support, direction, and coordination on contract oversight activities. Coordinate solicitations, bid reviews, and development of new contracts. Ensure timely and accurate completion of contract changes to include purchase orders, work orders, change orders, amendments, and renewals.

  • Perform duties related to the purchase of technical equipment, materials, supplies and services to include: researching suppliers; soliciting, evaluating and awarding bids; assisting with developing, preparing and revising bid specifications; monitoring the receipt of goods and preparing receiving reports; interpreting purchasing policies, procedures and advising staff regarding state and agency purchasing regulations; and developing and implementing improvements to the divisions purchasing program.

  • Participate in the management of budgets for contracted goods and services. Code, submit, enter, and track invoices and invoice payments of goods and services; resolve or assist with budget related issues, changes, and/or inquiries; initiate corrective action, provide exchanges, and coordinate and/or verify information. Assist with preparing budget reports to monitor the expenditures, and to plan/forecast the section’s needs; collect and review data; and assist with related projects.

  • Coordinate with OCE staff to ensure terms and requirements of contract(s) are being met.Identify deficiencies and recommend and approve corrective action plans.Oversee the development of program policies, procedures, manuals, and standards; ensure accordance with program objectives and goals.

  • Oversee the collection, organization, analysis, and preparation of materials in response to requests for program contract information and reports.

KEY QUALIFICATIONS

  • Experience managing contracts including reviewing and paying invoices, ensuring terms and requirements are met, and managing budgets and/or assisting in preparation of reports to monitor budgets.

  • Experience purchasing of technical equipment, materials, supplies and services and advising staff regarding state and agency purchasing regulations.

  • Experience in developing and implementing improvements to a division purchasing program, researching suppliers; interpreting purchasing policies.

  • Experience managing grants or preparation of grant reports.

  • Experience with CAPPS and TABS.

  • Experience using word processing, spreadsheet, and/or database software.

Qualifications

REQUIRED EDUCATION & EXPERIENCE

Graduation from an accredited four-year college or university plus two years of full-time experience in contracting or purchasing.

OR

Six years of full-time experience in contracting or purchasing.

Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist IV series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
