Tax Integrity Manager (DUA Revenue Department)-(260004OO)

The Department of Unemployment Assistance (DUA) is seeking a management professional with a proven track record of developing high performing teams. The Revenue Tax Integrity Manager serves as a senior member of the Revenue leadership team and plays a key role in the formulation, evaluation, and implementation of policies governing employer compliance, audit strategy, and revenue integrity programs. The position provides subject matter expertise and operational analysis to the Director of Revenue and Deputy Director of Revenue, develops recommendations for policy and procedural changes, evaluates the impact of proposed state and federal regulatory changes, and helps establish program priorities, compliance initiatives and performance standards. The manager plays a critical role in identifying emerging compliance risks, recommending corrective actions, and shaping operational policies that affect agency-wide revenue collection, fraud prevention, and audit activities.

The Tax Integrity Manager is responsible for leading and integrating the agency’s status investigations and employer audit functions to ensure timely and accurate completion of worker status investigations and a successful audit program in compliance with federal and state requirements. This position plays a critical role in combating employer fraud, employee misclassification, and employer tax avoidance schemes. This role manages compliance programs in collaboration with agencies like the Attorney General’s Office, Alcohol Beverage Control Commission, Division of Professional Licensure, and the Council for the Underground Economy (CUE). The manager represents the DUA on the CUE sub-committee, submits referrals and provides case updates periodically to the CUE and Deputy Director of Revenue.

The Revenue Tax Integrity Manager is a crucial managerial position responsible for overseeing staff performance, productivity and adherence to agency policy, procedures, and state and federal requirements; This position reports to the Deputy Director of Revenue and works with Director of Revenue and Deputy Director of Revenue to determine and implement policy and procedure changes to drive department performance.  The manager ensures programs are delivered effectively, staff are supported and developed, and organizational goals are met with accountability and consistency. This role serves as the primary point of oversight across daily operations for the Tax Integrity and Audit departments.

This is a hybrid position reporting to DUA’s Boston office 3 days per week; The hybrid schedule is subject to change based on operational need.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
