Job Function Summary

This role involves developing, implementing and / or maintaining recruitment and other employment and sourcing programs and policies. Provides advice and counsel on employment practices and recruitment processes. Also includes partnering with TEP manager on ad-hoc projects pertaining to innovation and information management.

Custom Scope

The Talent Partner will use employment and staffing techniques and concepts for employment, sourcing programs, and policies for the organization. Employment and search efforts are diverse and complex in scope, where analyses of situations require a review of variety of factors. This Talent Partner will identify and present qualified candidates for professional level positions. General direction will normally be provided on all staffing and employment assignments. The Talent Partner will use considerable judgment and discretion to determine appropriate action, and work with senior internal and external contacts. The Talent Partner will work closely with the TEP Manager on various projects pertaining to developing and enhancing systems, technology and innovation projects, and ad-hoc initiatives.

Description Overview

UCSF's Temporary Employment Program (TEP) recruits and hires temporary employees for immediate clerical and technical support services to UCSF Departments and various off-campus locations. UCSF departments deploy temporary employees to work on special projects, fill in for regular employees who are on vacation or leave, or to temporarily fill a vacant position during recruitment. Frequently temporary employees become successful candidates for career and limited appointment positions.

Responsibilities

  • Sources, recruits, screens, interviews and recommends candidates for all levels of positions. Functions as a technical specialist, sourcing, recruiting and identifying candidates for contingent staffing solution purposes. Supports employment and recruiting activities within internal systems, including HRIS, ATS, and other HR platforms including performing administrative and data entry tasks and troubleshooting issues.
  • Works in a collaborative manner with assigned business units, and other areas of HR on matters pertaining to staffing needs.
  • Supports TEP Manager and department team members on various projects related to information management, program enhancements, and department innovation.
  • Engages in networking and outreach related activities to build and assess qualified applicants as needed.
  • Resolves a wide range of employment issues using skills as a seasoned, experienced employment professional with a full understanding of employment and recruiting practices and organization policies and procedures.
  • Ensures that sourcing and recruitment efforts comply with federal and state laws, systemwide policies, and local procedures governing EEO/AA.

Required Qualifications

  • 3 to 5 years of relevant talent acquisition experience
  • Thorough knowledge of organizational policies and procedures; knowledge of functional area and understands how work may impact other areas
  • Thorough knowledge of the recruitment, screening, interviewing and referral processes
  • Knowledge of HR processes and forms and knows organizational and departmental principles and procedures
  • Works with other areas of human resources as it relates to the employment function
  • Effective communication and interpersonal skills as well as those needed for conducting needs assessment, providing input on candidate selection and problem solving
  • Demonstrated abilities associated with problem identification; reasoning; ability to work with business units in developing ideas to solve staffing issues
  • Demonstrated ability to conduct complex analyses and develop recommendations

Preferred Qualifications

  • Knowledge of employment law
  • Highly skilled in public speaking with ability to speak effectively and articulately in front of a large audience
