In this role, your goal is to make sure everyone is in the right place at the right time when it comes to hiring. The Talent Acquisition Specialist works closely with colleagues and assigned departments to create job postings, advertise positions, screen, hire, preboard, and onboard candidates across various functional areas and locations. In addition, you will lead and support classroom training for hiring managers and support staff and facilitate onboarding sessions for new hires. Interactions with hiring departments and candidates requires exceptional communication, time management and organizational skills as well as experience with technology.

We're currently seeking an organized and outgoing person to join our amazing team as a full-time Talent Acquisition Specialist to help facilitate and execute the delivery of high-volume recruiting and pre-boarding for the city. Our ideal candidate is customer-focused with exceptional organizational, communication, and follow up skills with a strong attention to detail. To be successful in this role, you must be able to work autonomously but be team-oriented, collaborative, and flexible as we shift responsibilities to best support our rapidly growing city and make enhancements to the services we provide to our organization. This position is eligible for the City’s Telework Program which offers up to two days of teleworking from home and three days at the worksite. Flexibility is required to meet the needs of the business unit.

Examples of duties

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Assists in the recruitment process by partnering with hiring managers and support staff to review, analyze, and clarify job requirements and understand business operations. Creates and manages job postings for permanent and temporary status positions and closes job posting requisitions as they are filled.
  • Facilitates and monitors the pre-boarding process to ensure that key deadlines are met, and all appropriate tasks are completed timely and thoroughly including offer letter, drug testing, background check, certification/licensure (if applicable) reference and employment verification checks and provide support to keying hire data into the HR system. Contacts candidates and hiring managers with status updates and follow-up on challenges in the pre-boarding process.
  • Facilitate new employee onboarding: Completes I-9 forms and policy acknowledgement forms and processes I-9 information through HR system platforms.
  • Lead and support NeoGov Training for new hiring managers and department admins.
  • Prepares and processes analytical reports on closed requisitions, accepted offers, rejected offers, and referred candidate supplemental question spreadsheets.
  • Maintains an organized system for initiating and tracking administrative actions supporting hiring and promotions.
  • Participates in creating and implementing standard operating procedure improvements and prepares training and/or transition plans when new systems/procedures are introduced.
  • On occasion, assist Recruiters with career fairs, networking events, and other recruitment related projects as needed may require evenings and weekends.

Qualifications

Education and Experience:

Associate's Degree or 2 Years of College in Human Resources, Business, Public Administration, or related field; 1 to 3 years' experience in human resources support, or a related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Preferred Experience:

  • Four (4) years of experience of direct administrative, human resources, or recruiting
  • Familiarity with Smartsheet
  • Applicant Tracking System (NeoGov strongly preferred)

  • Applicant tracking systems and other human resources or related technologies
  • Human resource principles, practices, and procedures and all relevant laws, regulations, policies, procedures, and standards
  • The needs of the departments served, the types of roles recruited for each respective division, and strategies to create strong job posting advertisements to attract talent to the organization
  • Customer service principles for serving the public, candidates, hired personnel, and internal stakeholders across all levels of the organization
  • Filing and record-keeping principles
  • Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, databases, and spreadsheet applications

Skill In:

  • Conducting candidate phone calls and emails, providing clear and concise feedback, and collaborating with departments on hiring process updates and recommendations
  • Facilitating trainings and leading projects on business processes
  • Working effectively both independently and as part of a collaborative team
  • Working directly with hiring managers and candidates through pre-boarding process
  • Effective verbal and written communication skills within all levels of the organization and with the public exemplifying excellent interpersonal and customer service skills
  • Organizing and maintaining records and files
  • Maintaining and updating data and documentation
  • Performing basic original research, and compiling and assembling data
  • Proofreading and error correction
  • Strong proficiency in MS Office Word, Excel, Outlook, Teams, and PowerPoint
