Since 1966, the Capitol Region Education Council (CREC) has been dedicated to providing innovative, high-quality, and cost-effective educational programs and services to meet the diverse needs of children and adults in Greater Hartford. Serving 33 member districts and reaching additional communities statewide, CREC supports approximately 12,000 students annually through more than 120 educational programs. Our offerings include professional learning and coaching for educators, specialized programming for students with diverse needs, and PreK-12 education across 16 interdistrict magnet schools. Additionally, CREC provides school construction, operations, and cooperative business services, while also delivering programs that help adults build real, job-ready skills.
The Talent Acquisition and Compliance Coordinator is responsible for leading and coordinating the full-cycle of recruitment, hiring, and onboarding processes for River Street Schools and Programs. This position serves as the primary liaison between the department and CREC Central Human Resources, ensuring efficient hiring practices, regulatory compliance, and exceptional candidate and new employee experiences across River Street sites. The role develops and implements standardized operating procedures, supervises a small team of employees dedicated to this work, oversees recruitment, hiring, and onboarding initiatives, and provides guidance and data reporting to administrators on staffing and workforce planning.
ESSENTIAL DUTIES and RESPONSIBILITIES
Duties/Responsibilities
Recruitment and Hiring
- Lead and manage the full recruitment lifecycle for open positions.
- Develop and implement recruitment strategies to attract highly qualified and diverse candidates.
- Oversee candidate sourcing, screening, interview scheduling processes, and selection workflows.
- Coordinate and participate in recruitment events, job fairs, and networking opportunities.
- Collaborate with program leadership to identify staffing needs and facilitate timely hiring decisions.
- Monitor recruitment metrics and recommend process improvements.
Onboarding and Employee Transitions
- Oversee onboarding processes to ensure a seamless transition for new employees.
- Coordinate personnel actions including hires, transfers, promotions, status changes, and separations.
- Ensure all onboarding requirements are completed in accordance with organizational policies and compliance standards.
- Support employee orientation initiatives and continuous improvement of onboarding practices.
Human Resources Operations
- Serve as the primary administrative liaison to CREC Central Human Resources.
- Ensure compliance with employment regulations, collective bargaining agreements, certification requirements, and organizational policies.
- Develop, implement, and maintain standard operating procedures related to recruitment, hiring, onboarding, and personnel administration.
- Analyze staffing trends and provide recommendations to leadership regarding workforce planning and talent acquisition strategies.
Leadership and Supervision
- Supervise and evaluate assigned administrative support staff.
- Establish priorities, provide training, and monitor workflow to ensure efficient service delivery.
- Foster a customer-service-oriented approach to supporting employees, candidates, and administrators.
- Promote continuous improvement and operational excellence within the department.
Other Duties
- Prepare reports and maintain records related to recruitment and personnel activities.
- Participate on internal committees and projects related to recruitment and onboarding.
- Perform other related duties as assigned.

QUALIFICATIONS:
- Associate's Degree (AA) or equivalent from two-year college or technical school, or more than five years related experience and/or training, or equivalent combination of education and experience.
