Job Description

Title: TAD Program Manager

The Program Manager oversees various TAD programs, ensuring seamless execution and coordination of process for TSMC workforce development and programmatic hiring as well as vendor management.

This is a full-time, on-site position at TSMC's Phoenix office located at 5088 W. Innovation Cir., Monday through Friday.

JOB DUTIES: As below but not limited to:

Workforce Development and Programmatic Hiring (Apprentices, Intensives, Accelerators)

  • Stakeholder Management: Oversee programmatic hiring efforts in collaboration with various external strategic partners, government officials and key internal stakeholders.
  • Program Management:
    • Stand-up, scale up, execute and monitor various workforce development programs to fulfill the business headcount demands
    • Design and develop new program strategies, campaigns, and promotions to support TSMC workforce development programs.
    • Manage the end-to-end recruitment process, including selection, interview arrangement, hiring, preboarding, onboarding, orientation, and addressing ongoing needs.
    • Budget Tracking: Ensure the program budget stays compliance, keep good records of budget with key stakeholder collaborations.
    • KPI Tracking: Assess the effectiveness of workforce development programs, including candidate experiences and internal business assimilation initiatives. For Apprentices, coordinate and support mentors in apprenticeship programs, including conducting mentor orientations, tracking mentorship activities, and reporting progress to the City.
    • Potential requirements to attend marketing and networking events with community and educational partners; participate in job fairs, vendor fairs, webinars, and outreach activities to represent and promote TSMC workforce development programs.
  • Develop internal resources such as on-the-job training guides, workforce development handbooks, and other program materials.
  • Maintain strict confidentiality regarding sensitive information related to consumers, employees, and business relations.
  • Other duties as assigned.

Vendor Management:

  • Relationship Management: Work with various external and existing vendors, ensuring they meet the business demands and needs.
  • Stakeholder Management: Oversee in-house vendor manager collaboration, procurement, various key internal business stakeholders. Maintain regular communication, conduct performance reviews, and foster collaborative partnerships
  • Selection & Sourcing: Define requirements, researching market options, and selecting new vendors that align with business needs.
  • Contract Negotiation & Onboarding: Work with Procurement, vendor, and business to finalize terms, ensuring adherence to legal/compliance/ procurement standards, and onboarding vendors into systems.
  • Performance Management (KPIs/SLAs): Tracking key performance indicators (KPIs) and service level agreements (SLAs), measuring deliverables, and providing feedback for improvement.
  • Risk Management & Due Diligence: Evaluating vendor security, financial stability, and compliance to mitigate risks.
  • Contract & Financial Management: Reviewing contracts, managing renewals, and ensuring accurate, timely invoice payments.
  • Offboarding & Risk Termination: Managing separation, data destruction, and access removal to secure company PIP.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree in business, HR, or learning and development-related fields.
  • Proven ability to manage both internal and external stakeholders effectively.
  • Self-starter with the ability to take ownership of projects and tasks through to completion.
  • Resilient and adaptable to changes typical in a start-up environment.
  • Strong project management skills with excellent organizational abilities and attention to detail.
  • Capable of managing multiple programs simultaneously.
  • Strong analytical skills and proficiency in Microsoft Suite products (Word, PowerPoint, Excel, etc.).
  • Effective oral and written communication skills.
  • Team-oriented with the ability to work independently as needed.
  • Dedicated work ethic with a commitment to meeting deadlines and delivering timely results.
  • Reliable transportation and valid insurance for occasional in-state travel.
  • Must successfully pass a background screening.
