Our team in Singapore is seeking a results‑oriented Tactical Sourcing Consultant for Human Resources (HR) This role suits a procurement professional who combines commercial acumen, analytical strength, and operational excellence. While based in Singapore, you may be required to support client sites across the region to ensure seamless service delivery and alignment with local HR delivery models.

Role Purpose

As a Tactical Sourcing Consultant for HR, you provide the critical link between strategic workforce‑related category strategies and day‑to‑day sourcing execution. You focus on the delivery of sourcing requests within HR‑related categories including recruitment services, temporary staffing, learning and development, employee engagement services, HR technology, wellness programmes, and other people‑related third‑party services. You act as a commercial advisor to local stakeholders, ensuring every supplier engagement and contract negotiation reflects global best practices while aligning with the specific requirements of the Singapore and wider Southeast Asia market.

What You Will Do:

Sourcing Advisory and Execution
Lead end‑to‑end tactical sourcing activities for HR categories including local RFQs, competitive bidding, supplier evaluations, and urgent spot buys for HR‑related services.

Contractual Consulting
Draft, review, and negotiate service level agreements (SLAs) and contracts with recruitment firms, staffing agencies, training providers, and technology vendors, ensuring strong commercial protection and regulatory compliance in Singapore.

On‑Site Project Leadership
Visit client offices to understand HR operational needs, review service delivery quality, and support transitions between suppliers where necessary.

Supplier Optimisation
Identify, assess, and onboard qualified HR service providers while partnering with them to improve performance against KPIs such as time‑to‑fill, service quality, programme delivery, and cost efficiency.

Value Creation
Identify opportunities for cost savings, process improvements, and consolidation initiatives within day‑to‑day HR procurement activities.

Stakeholder Engagement
Act as a trusted advisor to HR business partners, talent acquisition teams, and people managers, resolving sourcing bottlenecks and supporting urgent or niche hiring or service needs.

Digital Excellence
Ensure all sourcing activities are accurately captured and managed within digital procurement systems to maintain full transparency, governance, and audit readiness.

What You Bring:

Experience
4 to 6 years of experience in tactical sourcing, procurement consulting, or operational purchasing, ideally with exposure to HR categories such as recruitment, temporary labour, training, or HR technology.

Education
Bachelor’s degree in Supply Chain Management, Business Administration, Human Resources, or a related field.

Consultative Selling and Negotiation
Strong commercial negotiation capability with the ability to articulate procurement value to HR stakeholders and HR service providers.

Mobility
Based in Singapore with flexibility to visit client sites within Southeast Asia when needed.

Analytical Agility
Ability to manage multiple time‑sensitive HR requests while maintaining accuracy and attention to detail.

Compliance Knowledge
Understanding of Singapore employment‑related regulations, procurement compliance requirements, and contractual practices relevant to HR services.

Language
Fluency in English is essential. Additional regional languages will be an advantage.
