Tactical Communications Training Instructor and Course Developer

Location: San Diego, CA
Work Type: Full-Time, Hybrid

The Marlin Alliance is seeking an experienced Tactical Communications Training Instructor and Course Developer to serve as Instructor and Course Developer supporting the Joint Tactical Networking Center (JTNC). Successful candidate will deliver, develop and maintain tactical communications related training to DoD military, civilian, and SETA support personnel. Training material includes, but is not limited to, introductory “Waveforms 101” course, focused on Radio Frequency (RF) communications, to other, more advanced courses yet to be developed. Modules covered in a “Waveform101” course include the following (as an example):

  • Introduction to the DoD Acquisition Process and Governance
  • Systems Engineering Process for Tactical Communication Waveforms
  • History and Development of Tactical Communication Waveforms
  • Traditional Hardware-Based Radios
  • Modern Waveform Definition and Characteristics
  • Software-Defined Radios (SDRs)
  • Modern Waveform Design: Security, Interoperability, and Resiliency
  • Radio Frequency Signals in Space
  • of the Radio Frequency Spectrum

Duties & Responsibilities

  • Provides high-quality training to a joint service, interagency audience of DoD military, civilian, and SETA support personnel; instills technical and analytical knowledge, skills, and attitudes needed for increased proficiency in the tactical communications field.
  • Develops course material on military communications and networks covering basic through advanced concepts. Identifies and implements improvements to existing training materials.
  • Conducts research and coordinates with tactical communications subject matter experts to ensure course content is up-to-date and consistent with the latest theory and practice.
  • Analyzes course content and collaborates with DoD training representatives concerning training policies and academic requirements.
  • Evaluates student performance, maintains accurate student records, identifies remedial procedures to recommend retake of the course, and completes all required administrative activities. Maintains training records (e.g. attendees, courses taught, etc.)
  • Utilizes A/V applications (e.g. Adobe Express, Apple Keynote, Articulate 300, etc.) to transform training materials into a format suitable for web-based training. Ensures web-based training are compliant with Section 508 of the Rehabilitation Act of 1973.
  • Conducts training live, remotely (e.g. via MS Teams), or other web-based. Travel may be required.
  • Solicits feedback from course attendees to identify areas of improvement. Adjudicates feedback and reports recommendations to JTNC Leadership.
  • Develops and administers knowledge based questions.
  • Supports the Government in responding to data calls and requests for information from multiple sources.
  • Provides support to the JTNC for briefs, program plans, presentations, documentation and diagrams in support of the JTNC program, operations, and management initiatives.
  • Assists the JTNC team in identifying and resolving action items.

Required knowledge, skills, abilities, education and experience:

  • Minimum five (5) years’ experience with Software Defined Radios (SDRs), Wireless Communications Product (WCPs), and Radio Frequency (RF) technologies.
  • Minimum three (3) years’ Instructor experience.
  • Current Secret security clearance.

Other desired knowledge, skills, abilities, education and experience:

  • Accredited Degree in Electrical Engineering, Communications Technology, or related field.
  • Graduate of military or civilian training instructor program or certificate.
  • Advanced Microsoft Word, Excel, SharePoint, PowerPoint skills.
  • Advanced skills in Adobe Express, Apple Keynote, Articulate 300, or other A/V applications.
  • Experience working within a joint military environment.
  • Upbeat and intelligent instructor available to train students with varying backgrounds and education levels (e.g. recent college graduates to experienced technical professionals).
  • Ability to impart learning in a positive and expeditious way.
