OVERVIEW:

MaineIT is seeking a Systems Team Leader (STL) to provide technical and people leadership for teams responsible for developing, modernizing, integrating, implementing, and supporting technology solutions for the Department of Health and Human Services (DHHS). This is a working technical leadership role that combines team supervision with hands-on technical direction. The STL leads developers, analysts, engineers, and other technical professionals while helping translate business needs into secure, reliable, accessible, and sustainable technology solutions. The role works closely with business leaders, product owners, architects, cybersecurity and infrastructure teams, vendors, and other technology partners. The STL provides leadership across the technology lifecycle—from requirements analysis and solution design through development, integration, deployment, operations, modernization, and continuous improvement. The role helps teams apply modern engineering and delivery practices, including cloud and platform services, APIs and systems integration, automation, secure software development, DevOps/continuous delivery, data integration, and appropriate use of emerging technologies.

KEY RESPONSIBILITIES:

• Lead, coach, and develop multidisciplinary technical staff while establishing clear performance, professional development, and technical expectations.
• Lead technology initiatives and delivery efforts, managing priorities, resources, timelines, risks, dependencies, and stakeholder expectations.
• Analyze business and user needs and guide the design of practical, scalable, secure, accessible, and sustainable technology solutions.
• Provide technical direction for applications, APIs, integrations, data services, cloud and platform capabilities, and other technology components.
• Establish and promote sound engineering practices, including code and design reviews, automated testing, configuration management, secure development, performance and reliability validation, and technical debt reduction.
• Oversee implementation, release, maintenance, modernization, and lifecycle management of assigned technology solutions and services.
• Ensure technology solutions comply with applicable MaineIT policies and standards for cybersecurity, data protection, accessibility, architecture, configuration, and system development.
• Collaborate across business and technology organizations to resolve complex technical issues, manage risks, and continuously improve technology services and delivery practices.

WHAT YOU'LL BRING:

We are looking for a technology leader who can combine strong technical judgment with effective people leadership. You should be comfortable working across technical and business domains, communicating complex issues clearly, developing technical talent, and making thoughtful decisions about technology, risk, and sustainability. Experience with modern application development, systems integration, cloud or platform technologies, APIs, automation, DevOps practices, cybersecurity, data services, or technology modernization is highly relevant to this role.

MINIMUM QUALIFICATIONS:

Advanced education, training, and/or experience in application system analysis, computer programming, or another closely related field demonstrating competency in developing or troubleshooting computer applications; analyzing and maintaining computer systems; writing or reviewing coding; assessing operations and outcomes; preparing informational reports; tracking finances; and acting in an informal leadership capacity.
