Systems Support Advisor- Lesotho Consultant

This project will catalyze the transition of supply chain management technical support to the Government of Lesotho (GoL), phasing out standalone international donor-supported projects in favor of directly embedding technical expertise in the Lesotho Ministry of Health Supply Chain Management Directorate (SCMD). It is envisioned that embedded technical assistance positions may transition to a government-to-government (G2G) mechanism before being fully absorbed managerially and financially by GoL.

This consultancy will be embedded within MOH SCMD, reporting to the SCMD director or their designee, to deliver evidence based technical support that strengthens supply chain functions that include forecasting, quantification, and commodities management. The advisor will also contribute to the achievement of the USG-GoL Joint Health MOU Implementation Plan supply chain activities by advising MOH SCMD and serving on MOU-related task teams and technical working groups as assigned. . It is anticipated that GoL and USG will work closely to ensure that the positions are funded, recruited, and absorbed as regular MOH SCMD staff during the implementation of the health MOU.

Primary Duties and Responsibilities:

• Assess supply-chain systems, processes and information flows; identify gaps and develop a prioritized systems and process improvement roadmap
• Sustain LMIS reporting quality and coverage while advancing e‑LMIS rollout and interoperability with WMS and other MOH systems.
• Strengthen LMIS/e-LMIS/WMS functionality, data quality and visibility; develop dashboards and analytical reports to support timely supply-chain decisions.
• Strengthen stock monitoring, inventory management, distribution, redistribution and reverse logistics; identify stock risks and operational bottlenecks
• Maintain warehouse performance at NDSO (5S, ABC/ABM, perpetual inventory) and define decision rights including WMS source code.
• Support SCMD and NDSO to streamline processes for order processing, procurement, and demand fulfilment to increase productivity and meet customer expectations.
• Work collaboratively with other departments, such as logistics, procurement, quality assurance, ICT, finance, and customer service, to ensure seamless supply chain operations.
• Assist both NDSO and SCMD with various supply chain processes, such as order processing, inventory management, delivery tracking and supplier performance monitoring.
• Work with the procurement and quality assurance department within NDSO to monitor supplier performance and compliance with contracts, ensuring timely deliveries and adherence to quality standards.
• Strengthen supply-chain KPIs, quality assurance and supportive supervision; address capacity gaps through targeted training, mentoring and technical support
• Identify supply-chain risks, strengthen contingency and wastage-management measures, and develop mechanisms to sustain improved systems and practices beyond the six-month assignment

Required Qualifications:

The Advisor must meet the following requirements in education and professional experience:

Education: Degree in Logistics Management, or supply chain management or related social sciences and five years’ work experience in public health commodities supply chain management.

Or

Degree in Pharmacy or Medical Laboratory Science with five years’ work experience in the public health commodities supply chain management.

Professional Experience: The Advisor is required to have a minimum of five years of experience implementing health commodities supply chain management strengthening activities in Lesotho, including experience working with Ministry of Health Supply Chain Management Directorate and/or the National Drug Supply Organisation (NDSO). A working knowledge of relevant U.S. government foreign assistance programming and Lesotho government policies and laws is required.

The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the Government of Lesotho, U.S. Government, and other relevant actors and stakeholders.

Initial Period of performance: 6 months
