The Utilities Division is responsible for public health and safety, as well as safeguarding the
environment, by providing crucial safe water and wastewater services. This position is part of the
team that provides services necessary for human health, economic stability, and overall societal
well-being. At the core of the mission of providing these services includes commitment to providing
excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.
MAJOR FUNCTION
These positions perform highly skilled work in industrial maintenance, troubleshooting and repair
work in water production facilities, wastewater facilities, and lift stations. Responsibilities
include preventative and corrective maintenance, repair, diagnosing and troubleshooting mechanical
equipment. These positions most also have general theory and understanding of industrial
instrumentation and electrical controls. The role also involves performing physical labor to
support facility and system upkeep. Employees may be assigned to specific water or wastewater sites
for extended periods to gain practical experience and knowledge toward meeting the Department of
Environmental Protection (DEP) certification or licensing requirements. This position plays a key role in ensuring the reliability of essential utility services, regulatory compliance, environmental stewardship, and public health and safety.
ILLUSTRATIVE DUTIES
• Inspects and observes the plants, lift stations and other Public Utilities equipment assigned on
a daily basis; checks and evaluates equipment for leaks, excess fluids, and other potential repair
or maintenance concerns; addresses concerns and performs necessary mechanical work to ensure
functionality.
• Changes oil, inspects equipment, replaces belts, and greases equipment; exercises and rotates
equipment for even usage; monitors and records all maintenance and repair activities.
• Performs inspections and operational efficiency checks; conducts preventative maintenance service
on a variety of mechanical and electrical components, pumps and supportive equipment and
machinery.
• Repairs, troubleshoots, and replaces pumps, motors, actuators, gearboxes, pulleys, chemical
lines, bar screens, clarifiers, screw lifts, vertical high-speed stage pumps, and other equipment;
fabricates and prepares equipment to be installed or removed.
• Works, engages, and assists electricians and other technicians on various installation
activities; participates in the installation of motors, meters, soft starts, and Variable Frequency
Drives (VFDs); works with facility operations staff to ensure compliance with industry standards and
all regulations.
• Installs and pulls water well pumps and motors; performs lift station back-flushing, and
replaces, repairs, and checks pumps and valves; pulls transducer, floats, and check valves at lift
stations; cleans and pumps down wet well to inspect riser, shoes, rails, and pumps.
• Mows lawns, operates weed eater, and uses pressure wash to clean and maintain lift stations,
water wells, and surrounding areas; paints and places posts around stations as needed.
• Attends and participates in safety, equipment, and plant training; obtains vendor quotes to
assist in ordering supplies, equipment and parts; works with contractors and other departments;
cross trains with various other technicians and departments.
• Maintains records of service and maintenance for all booster stations, lift station facilities,
mains, and plant mechanical and electrical equipment.
• Performs other duties as assigned.

• Have the ability to obtain a Certified Maintenance and Reliability Technician Certification
(CMRT)
• Have the ability to obtain Florida Wastewater Collections Certification “C”, “B”, “A”
MINIMUM QUALIFICATIONS
• Graduate of an accredited high school or possess an acceptable equivalency diploma.
• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within
30 days of employment.
Operator I- Paygrade 14
• Entry Level position, limited experience
Operator II – Paygrade 16
• 1 year experience (2,080 hrs.) and Florida Wastewater Collection “C” Certification
Operator III – Paygrade 18
• 3 year’s experience (6,240 hrs.) and Florida Wastewater Collection “B” Certification
Operator IV – Paygrade 20
• 5 year’s experience (10,400 hrs.) and Florida Wastewater Collections “A” Certification
Operator V (Dual Certification/License)- Paygrade 22
• 5 year’s experience (10,400 hrs.) Florida Wastewater Collections “A” Certification required,
Certified Maintenance and Reliability Technician Certification (CMRT), Associate Certified
Electronics Technician (CETA) or equivalent certification, Municipal Board of Examiners Inc. of
Polk County (Polk MBOE) Journeyman Electrical License, Florida Department of Highway Safety and
Motor Vehicles (FLHSMV) CDL “B or “A” license, and/or Florida Department of Environmental
Protection (FDEP) Water treatment, Wastewater level, Distribution treatment license accepted.
A comparable amount of related training or experience may be substituted for the minimum
qualifications except for licensing and certifications.
SPECIAL REQUIREMENTS
• Standby and on call rotation are required for general and emergency work in this
classification.
All employees will be required to work before, during, or after an emergency. During an emergency,
employees may temporarily be assigned to work and perform duties outside the normal scope of their
position, location and work schedule to fit the needs of the County and its citizens.

Overview
As outlined in the Polk County Charter, the Board of County Commissioners (BoCC) is the governing body of Polk County. Each commissioner is elected by a countywide vote.
Duties and Powers
The County Commission adopts an annual budget which includes appropriations for services provided by county government including the Sheriff, Property Appraiser, Tax Collector and Supervisor of Elections. This budget also includes appropriations in support of the Circuit and County Courts, State Attorney, Public Defender and Clerk of the Court. Some other responsibilities:
* levying taxes and fees,
* provide and maintain county buildings,
* provide fire protection and ambulance services,
* provide health and welfare programs,
* provide parks, preserves, playgrounds, libraries, museums, historical sites, recreation and cultural facilities and programs,

* adopt and enforce building, housing and related technical codes and regulations,
* establish and administer programs of housing, slum clearance, community redevelopment, conservation, flood control, air pollution control,
* provide and regulate waste and sewage collection and disposal, water supply and conservation programs,
* provide and operate public transportation systems, roads, bridges and related facilities.
