Responsibilities

The Sponsor has a requirement for a contractor to facilitate a Contracting Officer's Technical Representative (COTR) class, support the administrative aspects of this course as well as an affiliated course, and assist in the planning and management of an annual COTR Day event. The selected candidate will manage the COTR course which will be delivered by Subject Matter Experts (SMEs). An understanding of Sponsor mission areas and COTR work is essential.

Responsibilities include, but are not limited to, the following:

  • Ability to facilitate an in-person course related to tools and resources COTRs use in their day-to-day activities.
  • Facilitate engaging learning environments, coordinate presenters, provide feedback, and support participant development.
  • Effectively manage presenter transitions, moderate discussions, and maintain an engaging learning environment.
  • Familiarity with the Sponsor's information technology; comfort with using and learning about new technology and analytic tools, and willingness to promote technology that enhances learning design and delivery.
  • Apply facilitative techniques such as active listening, paraphrasing, questioning, and summarizing, as well as using problem-solving and action-planning techniques.
  • Assist in maturing the COTR certification process by instituting Board-level governance to enhance program integrity.
  • Coordinate and schedule speakers and panelists for COTR Day; manage speaker communications and logistics, including presentation materials and technical needs.
  • Support the development of COTR Day branding, including marketing the event, to ensure a cohesive conference experience.
  • Assist in promoting COTR Day attendance via registration tool, emails, posters, save-the-dates, etc.
  • Manage the COTR Day registration process, track attendance, and issue credit to participants.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph. 
  • BS 10-12, MS 8-10, PhD 5-7
  • A minimum of 3 years of experience supporting the Customer.
  • Demonstrated experience with C-suite and/or executive-level support.
  • Experience with Microsoft Office applications, including Outlook and PowerPoint; SharePoint; and Sponsor learning software platforms.
  • Excellent judgment, strong written and oral communication skills, and demonstrated ability to prepare executive-level correspondence. 
  • Outstanding organizational and planning skills with the ability to synthesize large quantities of disparate information. 
  • Strong time management skills with the demonstrated ability to keep complex organizations or initiatives on schedule to meet deadlines.
  • Self-starter and team player with a ‘can-do’ attitude and solid project management skills (e.g., planning, tracking, and reporting).
  • Ability to manage multiple tasks with competing priorities. 
  • Outstanding interpersonal, networking, collaboration, and facilitation skills.
  • Strong critical thinking, analytical, and problem-solving skills that can be applied to processes.
  • Business-minded professional with an enterprise-wide perspective.
  • Demonstrated leadership skills reflecting integrity, credibility, and accountability.

  • Prior experience with the Customer's domain, including enterprise IT and/or mission support. 
  • Familiarity with and experience using Customer access management, travel, and action planning tools. 

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, Arcfield invests in its employees beyond just compensation. Min: $138,295.88 Max: $240,469.70
