Job Details

The Systems Engineer will report to the CA31-RAILS Engineering Manager within the LCSS SPO and undertake engineering activities relating to voice and data communication systems optimised for mounted and dismounted operations, primarily through tactical radio and range-extension systems.

The role includes stakeholder engagement and the development, review and update of Safety Case Reports, Technical Risk Assessments and Hazard Logs to support compliance with LMSM Second Edition, Regulation 17.

The successful candidate will perform complex engineering work under limited direction within an integrated workforce. They will organise their workflow, make independent decisions and provide systems engineering advice based on applicable legislation, policy and procedures.

Key Duties and Responsibilities

  • Perform critical and complex engineering activities and provide advice in the field of systems engineering under limited direction.
  • Accountable for exercising assigned engineering authorities and any Technical Regulatory Authority delegations.
  • Research, apply and contribute to the development of technical engineering reports, briefs, presentations and documentation for review.
  • Apply technical engineering knowledge and experience, understand priorities to research and define issues and implement corrective actions.
  • Build and sustain positive relationships with team members and actively participate in team work and group activities.
  • Communicate effectively with internal and external stakeholders via reports, written correspondence, calculations, discussions and presentations.
  • Assess technical and design packages including scoping, planning, reviewing and provide recommendations for consideration.
  • Analyse that the delivered materiel meets requirements and legislative, policy and regulatory frameworks and provide recommendations for consideration.
  • Ensure safety aspects of Defence materiel systems are considered and incorporated into systems engineering activities and tasks.

Technical Skills

  • Good knowledge of network/communication engineering architecture.
  • Experience in Defence Safety Engineering practices, including LMSM compliance, Hazard Identification, Risk Assessment, and Safety Case development.
  • Experience supporting electronic systems and OEM software solutions.
  • Knowledge of electronics, networking technologies and vendor-specific software platforms.
  • Experience implementing system and software upgrades, investigating faults and providing technical advice.
  • Capability Life Cycle and Configuration Management knowledge.
  • Experience with Hazard Logs, Safety Case Reports and ASDEFCON deliverables.
  • Experience preparing engineering documentation for governance and approval.

About the Project

CA31 – Battlespace Command System is a critical enabler of the Land Combat System, connecting sensors, decision makers and effectors through deployable data and voice communication systems.

The CA31 fleet includes the Battlefield Telecommunications Network, Tactical Communications Network and Retransmission/Ancillaries/Intercoms/Legacy Systems capabilities.

Selection Criteria

Essential

  1. Have an Australian Government security clearance of at least NV1.
  2. Ability to work on site for a minimum of 3 days a week
  3. Qualifications / experience as per above

The Successful candidate must be able to demonstrate

  • An understanding and experience of the Capability Life Cycle (CLC).
  • A clear understanding of Configuration Management.
  • Experience with developing and managing Hazard logs and Safety Case Reports.
  • Experience preparing, reviewing, and presenting engineering documentation for governance and approval
  • Experience with ASDEFCON deliverables.
  • Experience managing multiple stakeholders across Defence, Industry, and Capability Management organisations.
  • Experience reporting to senior stakeholders (Director Level and above).

Mandatory Experience and / or Qualifications

  1. Prior to commencement date, obtain registration as Professional Engineer in the area of electrical engineering IAW Professional Engineers Registration Act 2019 (Registered Professional Engineer Victoria (RPEV)).
  2. This position will require the Systems Engineer to be assessed to be Technically Proficient (TP) at level of Four (4) by the LC4S Land Communications & Specialist Systems (LCSS) SPO Principal Engineer (PENG) when applying for their Technical Authority (TA) associated with this position. Refer to the following details regarding the requirements for each of these levels:
  • TP Level Four (4): Systems Engineer with an accredited or recognised four-year engineering degree and has completed a minimum of three years engineering work experience after completing the degree, e.g. RF Communications.
  1. Minimum Security Clearance level of NV1

Highly Desirable Experience and / or Qualifications

  • At least 3 years’ experience delivering engineering outcomes in a defence environment.
  • Previous ADF tactical communications and/or COMSEC experience
  • Experience with developing and managing Engineering Changes
  • Experience interpreting wiring diagrams, technical drawings and communications system interfaces.
  • Experience or familiarity with Defence cyber accreditation frameworks and ATO requirements.
  • Experience using ERP system
  • Chartered Professional Engineer (Engineers Australia) who is on the National Engineering Register
