Job Description

SITEC Consulting is seeking a Systems Engineer III (SE3) to support a large DoD program focused on system architecture, requirements engineering, and lifecycle systems integration. This position will play a key role in completing and maintaining system architecture products using DoD Architectural Framework (DoDAF) methodologies and supporting system development activities across the full systems engineering lifecycle.

This role is highly focused on architectural development and requires hands-on experience developing DoDAF views using Unified Architecture Framework (UAF) within Cameo The current architecture baseline is approximately 75% complete and requires continued development and turnover support.

Key Responsibilities

Systems Architecture & Engineering

  • Develop and maintain system architectures using DoDAF standards including operational, systems/services, and technical views.

  • Generate and refine architectural artifacts leveraging Cameo and UAF

  • Develop alternative system concepts, physical architectures, and design solutions.

  • Ensure compatibility between system requirements and defined architectures (DoDAF, SOA, etc.).

  • Define and manage interfaces, configuration baselines, and system integration strategies.

Requirements & Lifecycle Engineering

  • Manage system and derived requirements and ensure traceability through design, development, testing, and operations.

  • Support development of systems engineering documentation including:

    • System Engineering Plans (SEP)

    • Requirements Specifications

    • Interface Control Documents (ICDs)

    • Capability and operational documentation

  • Apply systems engineering "Vee" methodology, supporting requirements definition through verification and validation.

  • Conduct functional analysis and allocation of requirements to hardware, software, personnel, and facilities.

  • Support verification planning, test analysis, and lifecycle technical integrity.

Integration, Risk & Program Support

  • Participate in Integrated Product Teams (IPTs) and Configuration Control Boards (CCBs).

  • Coordinate cross-discipline action items across design reviews, program reviews, and test events.

  • Perform risk assessments, develop mitigation strategies, and monitor risks using approved risk management processes.

  • Conduct trade studies and Analysis of Alternatives (AoA) to optimize lifecycle performance and cost.

  • Support system integration activities across multiple teams ensuring complete interface coverage.

Security & Compliance

  • Develop requirements supporting Information Assurance and cybersecurity services.

  • Support Risk Management Framework (RMF) activities and processes supporting Authority to Operate (ATO).

  • Assist in development of System Security Plans (SSPs) and related security documentation.

  • Support DoD Certification & Accreditation processes and JCIDS documentation.

Required Qualifications

  • Fourteen (14) years of Systems Engineering experience supporting programs of similar scope and complexity.

  • Bachelor's degree in Systems Engineering, Computer Science, Engineering, or related discipline.

    • Additional Systems Engineering experience may substitute per contract requirements.

REQUIRED EXPERIENCE (Top Priority)

  • Experience developing DoDAF views using UAF in Cameo

Additional Required Experience

  • Systems Engineering support to large DoD programs (ACAT I / MAIS preferred).

  • Strong understanding of the Systems Engineering lifecycle and "Vee" model.

  • Experience with requirements development, traceability, and verification planning.

  • Understanding of capability requirements, performance measures, and effectiveness metrics.

  • Experience supporting risk management processes and ATO efforts.

Preferred Qualifications

  • Knowledge of business process modeling.

  • Experience supporting or managing government contracts.

  • Familiarity with private Software-as-a-Service (SaaS) deployments.

  • Familiarity with cloud service provider environments.
