Job Title: Systems Engineer III – Governance
Location: Annapolis Junction , MD
Required Clearance TS/SCI with Full Scope Polygraph
Salary: Commensurate with experience



We are seeking a Systems Engineer III to support senior leadership in a large, complex product organization by helping establish governance, portfolio flow, and requirements control processes across a broad division. This role will work closely with the Senior Leadership Team and requires strong collaboration skills, experience operating in Agile at scale, and the ability to support large product teams in a highly matrixed environment.

Key Responsibilities:
  • Support the Senior Leadership Team in establishing governance processes across a large product portfolio.
  • Develop and implement strategies to improve portfolio flow and requirements management.
  • Help control and prioritize requirements affecting cost, schedule, and performance.
  • Design and build JIRA structures, workflows, and process architecture aligned to governance objectives.
  • Partner across leadership and product teams to improve collaboration and consistency.
  • Support governance activities such as Configuration Control Boards (CCB) and Overarching Integrated Product Teams (OIPT).
Qualifications:
  • Experience supporting senior leadership in large-scale engineering, product, or business systems environments.
  • Strong background in Agile and Agile at scale practices.
  • Experience managing or supporting large product teams in a complex enterprise setting.
  • Demonstrated experience with CCB and/or OIPT processes.
  • Deep expertise with JIRA, including process design and architecture, not just ticket queue administration.
  • Strong collaboration, communication, and organizational skills.
