Position Information

TxDOT’s Procurement Division is seeking a systems analyst. In this role, you will support enterprise system maintenance, security administration, testing, upgrades, and implementation of enhancements to ensure continued functionality, data integrity, and compliance with agency requirements.

Work location: The selected candidates' work location may be headquartered in TxDOT - Stassney Campus (Austin, TX) or any of the following 25 TxDOT District offices located in Abilene, Amarillo, Atlanta, Austin, Beaumont, Brownwood, Bryan, Corpus Christi, Childress, Dallas, El Paso, Fort Worth, Houston, Laredo, Lubbock, Lufkin, Odessa, Paris, Pharr, San Angelo, San Antonio, Tyler, Waco, Wichita Falls, and Yoakum.

Systems Analyst V B27: $84,182 - $142,374
Systems Analyst VI B29: $101,860 - $172,272

This position is for Systems Analyst IV, V, or VI. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Systems Analyst IV

Performs advanced Enterprise Resource Planning system administration and computer systems analysis. Responsible for maintaining system functionality, administering user security and role assignments, providing customer support and training, evaluating business requirements, and ensuring the integrity of procurement-related data and processes. Coordinates with procurement staff, business owners, and information technology personnel to support system operations, implement enhancements, and maintain compliance with agency policies and internal controls.

Systems Analyst V

Performs highly advanced computer systems analysis work in support of TxDOT information technology systems. Oversees work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Oversees technical support and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Systems Analyst VI

Performs highly advanced computer systems analysis work in support of TxDOT information technology systems. Oversees strategic and complex work involving the analysis of business needs, user requirements, processes, and operational issues to improve existing systems and support enterprise technology solutions. Provides senior-level technical leadership and guidance for the planning, design, development, testing, implementation, integration, and maintenance of applications, and information systems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties:

Systems Analyst IV

  • Administers user security and access controls, including role assignments, account provisioning, and access authorization and deauthorization.
  • Establishes and maintains approval authorities, workflow routing, and system permissions.
  • Maintains and monitors segregation of duties (SoD) controls within enterprise systems to support compliance and internal control requirements.
  • Administers, maintains, and supports enterprise resource planning (ERP) systems and related applications.
  • Develops, generates, and maintains ERP reports, queries, and data extracts.
  • Assists with training users on new systems, system enhancements, and business process changes.
  • Researches, analyzes, tests, and documents business processes, information systems, applications, and system software.
  • Designs, develops, tests, implements, and maintains automated reports and dashboards.
  • Performs other job duties as assigned.

Systems Analyst V

  • Coordinates system testing activities and assists in diagnosing and resolving system issues to ensure business and technical requirements are met.
  • Conducts research, analysis, testing, and documentation of business processes, information systems, applications, and system software.
  • Creates and maintains standardized operational and business reports by collaborating with stakeholders to define requirements, validate data quality, and support data-driven decision-making.
  • Monitors technology platform enhancements, software releases, and infrastructure changes and communicates impacts, opportunities, risks, and best practices to stakeholders.
  • Coordinates system implementations, upgrades, and enhancements to ensure successful deployment and user adoption.

Systems Analyst VI

  • Analyzes and evaluates business processes, information systems, and digital workflows to identify opportunities for process optimization, automation, integration, and operational improvement.
  • Oversees complex business and system analysis efforts, including requirements gathering, process redesign, solution evaluation, and implementation planning.
  • Coordinates the evaluation and adoption of emerging technologies, platforms, hardware, software, and digital delivery tools to improve system integration, workflow automation, data accessibility, and operational efficiency.
  • Provides strategic recommendations regarding system architecture, technology investments, governance, and business process improvements.
  • Serves as a subject matter expert and advises management on technology solutions, system capabilities, risks, and opportunities.

Minimum Qualifications:

Education:

Bac helor's degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Systems Analyst IV - 3 years of experience in systems analysis, application systems support, or related work experience.
Systems Analyst V - 4 years of experience in systems analysis, application systems support, or related work experience.
Systems Analyst VI - 5 years of experience in systems analysis, application systems support, or related work experience.

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Knowledge of:

  • Software Development Life Cycle (SDLC), Systems Development Life Cycle methodologies, business analysis principles, project management practices, and organizational management concepts, including strategic planning, resource allocation, and leadership.

Skill in:

  • Computer systems analysis and process improvement methodologies.
  • Evaluating system performance, information technology applications, policies, and business processes.
  • Using computers, enterprise applications, and related software tools.
  • Developing practical solutions to complex technical and operational issues.
