The
Systems Analyst – Data Engineering
will support the Texas Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) project. This role is part of an agile development team focused on the design, development, and implementation of an HHS data integration hub. The candidate will be responsible for automating ETL processes, developing complex SQL scripts, and integrating data from a variety of source systems into a dimensional model. The role requires close collaboration with architects, data engineers, and business stakeholders to support performance management and analytics objectives across the agency.
Responsibilities
Develop mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
Acquire and integrate data from multiple source technologies, including Oracle, SQL Server, Excel, Access, and Adobe PDF, for use in Tableau data visualization.
Design and develop complex, efficient Snowflake SQL scripts, views, and materialized views to support dimensional modeling.
Collaborate with the Data Engineering Team and Architects on optimal data design and acquisition strategies.
Perform verification and validation of SQL scripts, Informatica automation, and database views, including developing automated validation methods.
Produce and maintain technical specifications, diagrams, and documentation to support all DD&I efforts.
Participate in all sprint ceremonies and contribute to the creation of Epics, User Stories, and Tasks.
Interpret new and changing business requirements and propose enhancements to meet evolving needs.
Develop mockups and engage with customers for requirements validation.
Assist with the implementation and configuration of development tools and infrastructure components.
Requirements
Minimum Qualifications
8 years of experience developing mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
8 years of experience acquiring and integrating data from multiple data sources and technologies using Informatica Power Center or IICS for use by a Tableau data visualization object, including Oracle, SQL Server, Excel, Access, and Adobe PDF.
8 years of experience designing and developing complex Snowflake SQL scripts.
8 years of experience as a systems analyst on a data analytics, performance management, or data warehousing project, with strong analytical and problem-solving skills.
8 years of technical writing and diagramming experience, including proficiency with modeling and mapping tools such as Visio and Erwin, and the Microsoft Office Suite (Word, Excel, PowerPoint) and MS Project.
8 years of experience planning and delivering software platforms used across multiple products and organizational units.
8 years of demonstrated ability to write well-designed, testable, and efficient code using best software development practices.
Preferred Qualifications
6 years of excellent oral and written communication skills.
6 years of demonstrated ability to manage multiple responsibilities, prioritize conflicting assignments, and transition quickly between tasks.
4 years of experience on an agile sprint team.
4 years of experience applying security principles to healthcare data.
4 years of experience with state-of-the-art software components for a performance metrics data visualization or business intelligence environment.
Bachelor's degree in Computer Science, Information Systems, Business, or equivalent experience.
4 years of prior experience in the healthcare industry.
4 years of prior experience with an HHS agency.
4 years of prior experience working with PII or PHI data.
4 years of experience designing and developing scripts using Python.
4 years of experience with JIRA software.
2 years of functional knowledge or hands-on design experience with Web Services (REST, SOAP, etc.).
2 years of experience designing and developing code using Java and JavaScript.
2 years of experience developing CI/CD pipelines with GitHub and Git Actions.
2 years of experience as a MuleSoft developer.
2 years of experience developing using AI tools such as Snowflake Cortex, Snowflake Intelligence, and/or Informatica CLAIRE.
Additional Requirements

Candidates must already reside within a 50-mile radius of Austin, Texas. Candidates currently located out of state and planning to relocate will not be considered.
Interviews will be conducted in person.
Overtime hours exceeding 40 per week must be coordinated and pre-approved by HHSC.
Any and all travel, per diem, parking, and/or living expenses are the responsibility of the candidate.
The candidate may be required to work outside normal business hours on evenings, weekends, and holidays as requested.
Work Location and Schedule
Location: 4601 W Guadalupe St, Austin, Texas 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays
Work Arrangement: Hybrid – 3 days onsite (Tuesday, Wednesday, and Friday) and 2 days remote; subject to change per the hiring team; candidate may be required to work up to 100% remote at HHSC discretion
