The City of Independence is seeking highly motivated, solution-oriented individuals to join the Technology Services Department GIS and Applications Team. As a member of the Technology Services team, the Systems Administrator I/II will be part of a culture of innovation, initiative, and collaboration. Using the City’s Strategic Plan as a guiding principle, this position will have the opportunity to showcase expertise and ingenuity. This position works as part of a team to install, maintain, and troubleshoot the Geographic Information Systems (GIS) and related elements in a skilled and professional manner. The Systems Administrator I/II will play an active role in the development of infrastructure strategy, architecture, service delivery standards and best practices as well as serve as a subject matter expert for the GIS systems.
Essential Duties & Responsibilities
• Install, configure, maintain and upgrade ESRI ArcGIS Enterprise, ArcGIS Online, and other ESRI applications.
• Manage users, groups, and security settings for ESRI applications
• Manage project timelines, budgets, and resources to ensure successful project completion within established constraints
• Work with GIS team to develop and implement GIS workflows and best practices using ESRI applications
• Develop and maintain documentation related to ESRI application administration, including system architecture diagrams, installation instructions and standard operating procedures
• Provide technical support to users and troubleshoot application issues
• Monitor and manage server performance to ensure optimal application performance
• Stay current with the latest ESRI technology updates, trends, and best practices
• Assist in designing, upgrading, and troubleshooting IT systems
• Assist in providing specifications for various technology systems’ architecture
• Responsible for monitoring IT hardware operations to ensure proper configurations
• Prepare for and implement enhancements and upgrades to GIS and IT systems
• Advise network users of hardware requirements, configurations, and limitations
• Evaluate and report on new technologies to enhance capabilities of the network
Knowledge, Skills & Abilities
• Proficiency in ESRI ArcGIS Server and ArcGIS Online administration and configuration
• Knowledge of ArcGIS Enterprise and related applications such as Portal for ArcGIS, ArcPro and ESRI Fieldmaps
• Understanding of GIS data management, analysis, and visualization
• Familiarity with GIS web services and APIs such as REST and SOAP
• Experience with GIS application development using Python, JavaScript, or other languages
• Strong problem-solving skills and attention to detail
• Excellent communication and customer service skills
• Ability to work collaboratively in a team environment
• Familiarity with IT infrastructure and network concepts
• Enterprise software administration
• Azure Administration and Integrations
• Role-Based Access Controls (RBAC)
• Knowledge of prioritization and time management techniques
• Ability to research, define, and validate a variety of information and statistical data and materials.
• Ability to identify, prioritize, delegate, and complete required tasks in the manner and timeframe required.
Minimum Qualifications: Bachelor’s degree from an accredited college or university in an applicable area of study preferred and a minimum of five (5) years’ professional experience with applicable technologies; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. ESRI Technical Certification preferred. Applicable vendor-specific or similar certification preferred. A valid driver’s license is required. Must complete required NIMS level training within the first six months of hire.
Physical Requirements: Sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
Typical Working Conditions: Remote work with possibility for on-site as needed to facilitate effective customer service.
