Reporting to the Director, System Transformation & Re-Engineering, Sensei, the System Transformation Operations Facilitator position is responsible for coordinating and operationalizing STAR-supported transformation activities, enterprise transformation activities, and organizational improvement systems within the System Transformation & Re-Engineering (STAR) department. This position serves as a key operational enablement function within STAR’s transformation support model and is responsible for strengthening the operational infrastructure, coordination systems, governance support processes, and execution disciplines that sustain enterprise transformation efforts and organizational improvement activities.

The System Transformation Operation Facilitator partners closely with STAR Leadership, STAR Facilitators, executive sponsors, operational leaders, and cross-functional stakeholders to support coordination and operational execution of STAR-supported transformation initiatives, governance activities, operational workflows, and enterprise engagement efforts. This role serves as a key operational liaison responsible for supporting execution alignment, communication, operational readiness, and sustainment activities across enterprise transformation efforts.

This role provides operational coordination and sustainment support for STAR-supported organizational improvement programs and engagement activities, including the Implemented Improvement Idea Program, Lean Annual Conference, and Executive Huddle. Additionally, the position oversees the sustainment of STAR operational infrastructure including governance support systems, communication platforms, operational workflows, resource repositories, visual management systems, and enterprise transformation support processes that strengthen organizational alignment, accountability, and execution consistency.

Key Responsibilities

  • STAR Transformation Operations Coordination: Partner with STAR leadership and enterprise stakeholders to coordinate operational activities supporting STAR-led transformation initiatives, organizational improvement efforts and enterprise engagement activities
  • Enterprise Transformation Enablement Systems: Lead coordination and operational support activities for STAR-supported organizational improvement programs, engagement campaigns, conferences, and enterprise continuous improvement initiatives including the Implemented Improvement Idea Program and Executive Huddle
  • Stakeholder & Executive Coordination: Manage cross-functional stakeholder relationships and operational coordinate activities for assigned enterprise initiatives, including executive communication, deliverable oversight, issue escalation, operational alignment, and sustainment of stakeholder accountability
  • STAR Operational Planning & Governance Support: Coordinate operational planning activities, governance support workflows, implementation timelines, reporting processes, and execution coordination activities supporting STAR operations and enterprise transformation initiatives
  • Initiative Oversight & Execution Management: Monitor operational performance, initiative progress, stakeholder commitments, execution risks, and transformation activities to ensure enterprise deliverables, organizational priorities, and implementation objectives are achieved effectively and sustainably
  • STAR Transformation Communications & Adoption Infrastructure: Oversee operational communication and engagement activities supporting enterprise transformation initiatives, organizational campaigns, conferences, continuous improvement efforts, and STAR operational communication platforms. Coordinate enterprise awareness activities, program updates, resource distributions, and communication workflows that strengthen organizational alignment, participation, and engagement
  • STAR Transformation Operations Infrastructure: Oversee the coordination, maintenance, and sustainment of STAR operational repositories, governance tools, communication systems, workflow resources, standardized operational processes, collaboration platforms, vendor-supported systems, and enterprise transformation support infrastructure utilized to support STAR operations and organizational improvement activities
  • Executive Operations & Leadership Support: Coordinate executive operational support activities including leadership reporting, presentation materials, initiative communication, meeting coordination, accountability tracking, and follow-through activities supporting enterprise transformation priorities
  • Visual Management & Operational Sustainment: Oversee operational sustainment activities for visual management systems, huddle boards, mission control environments, operational dashboards, and enterprise transformation infrastructure designed to reinforce organizational accountability, visibility, and continuous improvement practices
  • STAR Operational Sustainment & Execution Support: Develop and maintain operational coordination systems, implementation workflows, operational governance processes, reporting cadences, procurement support activities, budget coordination processes, and sustainment processes supporting STAR operations and enterprise transformation execution efforts
  • Operational Research & Program Development: Conduct operational research, program assessments, and organizational analysis related to enterprise transformation activities and improvement initiatives. Develop recommendations and operational insights that support organizational effectiveness, execution maturity, and transformation capability development
  • Continuous Improvement & Systems Thinking: Apply systems thinking and continuous improvement principles to identify opportunities that strengthen operational effectiveness, improve organizational coordination, reduce execution barriers, and enhance enterprise transformation capabilities
  • Perform any other duties as required to ensure Health Plan operations and department needs are successful

Qualifications

Required:

  • Five (5) years of demonstrated experience at a professional level in enterprise operations, transformation operations, program management, organizational improvement, operational excellence and/or cross-functional initiative coordination
  • Experience must include leading or coordinating complex enterprise initiatives, governance activities, stakeholder engagement, operational planning, and execution management within a matrixed organization environment
  • Demonstrated experience developing and sustaining operational workflows, governance processes, standard work, communication systems, and enterprise support infrastructure that strengthen organizational alignment, accountability, and execution effectiveness
  • Prior healthcare experience
  • Bachelor's degree from an accredited institution

Preferred:

  • Master's degree from an accredited institution
  • Certified trainer or group facilitator

  • Advanced organizational, operational coordination, and program management skills within complex enterprise environments
  • Strong written, verbal, presentation, and executive communication skills
  • Ability to develop operational workplans, governance structures, communication materials, and implementation frameworks
  • Ability to coordinate multiple enterprise initiatives and operational activities simultaneously while maintaining strong attention to detail and execution discipline
  • Ability to build and maintain effective working relationships across all levels of leadership and operational teams
  • Strong facilitation, stakeholder engagement, and cross-functional coordination skills
  • Ability to analyze operational processes and identify opportunities to improve organizational effectiveness and execution alignment
  • Ability to analyze and document complex business processes using process modeling tools such as Microsoft Office Products (Word, Excel, SharePoint, PowerPoint, Visio, PowerPoint, etc.)

Work Model Location

This position is on a hybrid work schedule. (Monday & Friday - remote, Tuesday – Thursday onsite in Rancho Cucamonga, CA.)

Pay Range

USD $91,249.60 - USD $120,910.40 /Yr.
