Job Description

Key Job Responsibilities

The System O&M Manager will serve as the Person-in-Charge (PIC) of the Integrated System E&M sub-team, with primary responsibilities including:

  • Leading the development and implementation of predictive maintenance programs for all railway systems, including Electromechanical (E&M) systems, Rolling Stock (R/S)/Depot, Civil Trackwork, Signaling & Telecommunications, Automatic Fare Collection Systems (AFCS), Power Supply, and Building Facilities, in coordination with contractors.
  • Advising DOTR on potential operational, technical, or safety issues across all system areas.
  • Coordinating with OMC on matters relating to HAZARD/HAZOP workshops, system testing, and commissioning activities.
  • Supporting DOTR on the OMC bidding and negotiation stages.
  • Monitoring and evaluating system performance during the first two years of commercial operation, particularly in relation to railway maintenance and operational efficiency.

Required Skills and Qualifications

  • Bachelor’s or Master’s degree in Electrical, Mechanical, Railway, or Systems Engineering, or a related field.
  • Minimum 10 years of professional experience in railway system operations, maintenance, and management under a railway operator and a consultant.
  • Proven experience in Asian countries is mandatory, preferably with direct involvement in subway and urban rail systems.
  • Demonstrated experience in predictive maintenance programs, system testing, and commissioning.
  • Familiarity with O&M performance monitoring.
  • Knowledge of safety standards, HAZARD/HAZOP procedures, and operational risk management.
  • Excellent written & verbal communication and coordination skills for managing multi-disciplinary teams.
