The System Director of Finance is responsible for the strategic oversight of Shared Service Office (SSO) financials, enterprise capital planning, and system level Capital funding governance. The System Director oversees IT Financial Operations (FinOps), including cloud cost management and optimization (e.g., GCP), system contingency oversight, integration of externally funded capital initiatives, management of all non‑clinical budgets to include interest expense, interest income, other operating revenue and non-operating income, eliminations, intercompany activity, and other centrally managed financial items.

The System Director partners closely with executive leadership and cross‑functional teams across HHC’s many business units to ensure disciplined financial stewardship, transparency, scalability, and alignment with organizational priorities. This leader plays a critical role in driving enterprise financial planning, capital governance, cost optimization, and executive‑level financial insight to support long‑term financial sustainability and data‑driven decision‑making across shared services and technology‑enabled operations.

Key Accountabilities:

  • Lead the strategic planning, development, and oversight of all SSO financials, including annual operating budgets, forecasts, variance analysis, and financial performance management. Ensure alignment with HHC enterprise priorities, funding constraints, and financial sustainability objectives
  • Oversee enterprise capital funding and capital portfolio management, including forecasting, capitalization, and performance tracking for all business units. Evaluate funding strategies, including incremental capital and alternative funding sources, and integrate unplanned or emerging capital needs outside of the annual budget cycle while maintaining governance and financial discipline
  • Partner with business unit Finance Directors, executive leadership, IT, facilities, and operational leaders to optimize capital investment decisions and return on investment
  • Maintain oversight of enterprise system contingency resources, including tracking approved projects, pending requests, and remaining availability. Develop executive level reporting and analyses to support leadership decisions related to funding tradeoffs, risks, and affordability
  • Lead the integration of grant-funded and externally funded projects into enterprise capital plans. Ensure appropriate financial structures and controls are established to accurately track expenditure and support compliance with funding requirements and timelines
  • Lead Enterprise IT Financial Operations (FinOps) strategy, including cloud cost management, forecasting, allocation, and optimization (e.g., GCP). Collaborate with IT and data teams to drive cost transparency, accountability, and sustainable technology spend management
  • Develop and maintain standardized executive‑level financial dashboards and reporting across SSO operations, non‑clinical financial activity, capital investments, and technology spend to support data‑driven decision‑making and enterprise governance
  • Act as a trusted finance partner to executive and operational leaders such as IT, Finance, Accounting, Treasury, HR, and Facilities leadership. Clearly communicate financial risks, constraints, and tradeoffs to support decision making.
  • Contribute to the design and continuous improvement of budgeting and management reporting processes and support financial system implementations by defining requirements and validating outputs

Qualifications

  • Bachelor’s degree in Finance, Accounting, Computer Science, Business Administration, Public Health, Healthcare Administration, or related field
  • Five plus years of progressive finance/IT experience, including leadership responsibility for budgeting, forecasting, and financial reporting
  • Strong leadership & communication skills to convey messages logically & succinctly to ensure understanding & unify stakeholders in achieving goals
  • Strong problem-solving and critical-thinking skills with the ability to execute with limited information and ambiguity
  • Strong financial acumen, proven ability to connect the linkages of the project results to the financial and business benefits
  • Executive presentation skills and ability to communicate with all levels
  • Acute attention to detail and ability to produce polished deliverables
  • Demonstrated ability to balance numerous time-sensitive requests in a fast-paced working environment
  • Knowledge of project management, change management principles and terms in the healthcare industry
  • Ability to exercise independent judgment, creativity, and initiative
