Job Description

We currently have an opportunity to join East Suffolk Council's finance teamas a System and Transaction Manager.

The role:

This is a newly created role within the Finance team, with responsibility for the operational management of the Systems and Transaction (Payables & Receivables) teams, ensuring the production of key performance data and the delivery of timely and professional reporting.

You will lead and manage VAT accounting processes for the Council in line with HM Revenue & Customs (HMRC) guidelines and act as the main point of contact within the Council for VAT related matters.

The role includes a range of tasks and opportunities, such as contributing to the production of the Council’s Statement of Accounts, and acting as lead, representing the Council on key financial system project workstreams, alongside both internal and external partners, contributing to change and improvement.

You will aim to contribute to the progression of various corporate initiatives in accordance and to ensure the Council is compliant with all relevant policies, financial legislation, and statutory requirements. 

Working in collaboration with colleagues, you will ensure that the whole service is delivered in a professional manner in accordance with relevant statutory requirements and policies. 

What you will need:

Ideally you will be CCAB qualified, although significant experience in a similar role with a desire to achieve qualifications will be considered.

We are seeking someone who has advanced technical knowledge and experience relating to systems and Local Authority accounting and who has experience in improving control and processes surrounding this.

Knowledge of VAT requirements, both regulations and accounting is essential although further training can be provided.

Experience of successful operation delivery within a changing environment would be advantageous along with the ability to understand with complex financial reporting issues.

Communication skills are key as you will be dealing with colleagues across East Suffolk Council at all levels, so self-awareness and political awareness in decision making is also key.
