The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources.

The Central Services Division (CSD) is a collaborative, mission driven team that supports every part of the agency. We partner with DEQ programs across Oregon to make sure staff have the tools, systems, and guidance they need to serve communities effectively. Our work spans accounting and budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. Together, we support headquarters, regional offices, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Our services touch more than 800 positions across the state and help ensure that DEQ can show up for local governments, sovereign Tribal Nations, community partners, and the people of Oregon we serve every day.

What you will do!

As a Systems Administrator, you will balance technical operations with enterprise asset governance. You will coordinate the research, design, and operational support of agency-wide desktop and server facilities while serving as the central hub for DEQ’s IT procurement and life-cycle management.

Key responsibilities include:

  • IT Procurement & Vendor Relations: Coordinate central purchasing for all agency IT hardware, software, and mobile items. Research marketplace products, assess competitive vendor bids, manage subscriptions (such as Microsoft and Adobe), and make formal procurement recommendations.
  • OregonBuys Administration: Act as DEQ’s Organizational Administrator for the OregonBuys (OB) environment—managing user accounts, assigning roles, and maintaining secure access configurations.
  • Asset Management & Compliance: Oversee and maintain master inventory records for all agency software licenses and mobile devices, ensuring accurate hardware/software reporting to the Department of Administrative Services (DAS).
  • Systems & Operational Support: Troubleshoot complex hardware/software issues, deploy application security patches, support remote administration infrastructure, and participate in service desk escalation rotations.

What are we looking for?

Minimum Qualifications: 4 years of information systems experience, OR a Bachelor’s degree in information technology, computer science, or a related field.

Substitutions:

  • Associate’s degree in information technology, computer science, or a related degree may substitute for 2 of the required years of experience.

  • Experience with asset management, vendor relations, Windows server, and mobile device systems; experience providing IT-related inventory management and licensing.
  • Experience using OregonBuys or other web-based procurement systems.
  • Experience with purchasing IT software, hardware, and mobile items for an organization.
  • Information technology systems experience in software, hardware, mobile devices, and cloud-based technologies.
  • Experience analyzing and diagnosing user problems and implementing solutions.
  • Ability to use critical thinking and analytical skills to form independent judgment, initiative, and decision-making; ability to work independently as well as in a team environment; ability to contribute to a team environment in an inclusive and positive manner.
  • Experience providing technical consultation and advice to managers, technical and professional staff, and system users.
  • Excellent customer service and interpersonal skills, including the ability to calmly, tactfully, professionally, and clearly explain, interpret, and apply Federal and State laws, policies, procedures, rules, and regulations to a variety of diverse audiences.
  • Excellent verbal and written communication skills, including experience creating internal information technology standard operating procedures and user based technical documentation.

This position will be based out of DEQ’s Headquarters in Portland; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

This position requires some mandatory in-office work, as well as statewide travel meetings, conferences, trainings, and workshops, some of which may involve extended work hours, overnight stays, and/or weekend work. This position must be able to work evenings, weekends, and holidays in response to emergency conditions, such as system malfunction.
