The Prince George’s County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a SWM Project Manager and Levee Manager (Administrative Specialist 2G) grade G31 position, in the Office of Storm Drain Maintenance.

About the Position

This position provides management and supervisory support for flood control and stormwater infrastructure projects, working closely with the Associate Director of the Office of Storm Drain Maintenance (OSDM). This is a highly responsible, technical administrative role focused on the oversight and regulatory compliance for critical flood control and stormwater management infrastructure

Responsible for overseeing regulatory compliance and operations for flood-pump stations, levee systems, and stormwater facilities. Key duties include managing inspections, state and federal compliance, corrective actions, emergency readiness, inspections and maintenance programs, as well as coordinating with internal and external partners. The role requires strong project management, technical, and communication skills, as well as experience in supervising and developing staff and working independently. Expertise in stormwater project planning, regulatory reporting, grants, and risk mitigation is essential. The ideal candidate is knowledgeable in stormwater infrastructure project planning, principles, operational best practices, and federal levee safety standards.

About the Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

Examples of duties

  • Provides senior-level program and project management support for the Office of Storm Drain Maintenance’s (OSDM) stormwater management (SWM), and flood control infrastructure, including levee systems, pump station, and storm drains.
  • Leads the planning, development, prioritization, and execution of the SWM Facility Restoration Capital Improvement Program (CIP), including establishing project priorities based on facility assessments, structural conditions, operational needs, and regulatory requirements.
  • Manages the County’s program of more than 900 County-owned stormwater management facilities, including inspection protocols, maintenance priorities, asset lifecycle planning, infrastructure integrity, and regulatory compliance.
  • Develops and administers project management and tracking systems for stormwater CIP projects and ensures programs comply with applicable County, State, and Federal laws, regulations, policies, and the County’s NPDES MS4 permit requirements.
  • Conducts quality assurance/quality control reviews of SWM facility triennial inspections and uses inspection data to support maintenance planning, budgeting, project development, and corrective action.
  • Oversees the identification, tracking, documentation, and timely correction of critical and routine stormwater infrastructure deficiencies.
  • Oversees emergency operations involving levee systems, flood pump stations, and stormwater infrastructure, including pre- and post-event damage assessments, emergency repairs, and preparedness activities associated with hurricanes and severe weather events.
  • Develops and implements the Emergency Storm Response Plan (SRP) and coordinates personnel, pump station operations, stormwater infrastructure response, and roadway emergency activities during significant storm events.
  • Oversees the Levee and Pump Station Program, including inspections, preventive and corrective maintenance, regulatory documentation, operational readiness, and compliance with State and Federal requirements.
  • Coordinates annual and quarterly levee and pump station inspections and ensures required documentation is maintained in accordance with applicable U.S. Army Corps of Engineers (USACE) standards.
  • Coordinates responses to USACE inspection findings and develops, tracks, and implements corrective action plans.
  • Assists with preparing and submitting documentation to FEMA, USACE, Homeland Security, and other governmental agencies related to levee infrastructure, flood protection, storm damage reimbursement, and program funding.
  • Develops and supports grant applications and reimbursement packages related to flood mitigation, storm damage, and flood protection initiatives.
  • Reviews applicable legislation, codes, technical specifications, public works standards, policies, and regulatory requirements affecting OSDM programs and operations.
  • Assists leadership in establishing program goals, objectives, policies, procedures, and methodologies and monitors program performance, productivity, and work outputs.
  • Prepares and manages operating and capital budget recommendations, develops capital and operations and maintenance cost estimates, monitors expenditures, and ensures program activities remain within approved funding levels.
  • Supports the appropriate administration and accounting of Stormwater Enterprise and Water Quality Act funds and ensures funding needs adequately address regulatory, permitting, operational, and program requirements.
  • Manages SWM facility restoration and construction activities, including reviewing facility assessments, establishing project priorities, determining resource requirements, and ensuring work performed under permits and CIP contracts complies with applicable State and County standards.
  • Administers MS4 permit compliance activities, including regulatory reporting, coordination with the Maryland Department of the Environment (MDE), maintenance of digital inventories and project records, and tracking of stormwater Best Management Practice (BMP) performance.
  • Develops scopes of work and work orders for SWM facility maintenance, sediment removal, structural repairs, and other restoration activities.
  • Conducts field assessments with inspection staff, evaluates facility conditions, and coordinates work assignments with contractors.
  • Coordinates with the MDE Dam Safety Division regarding scheduled and emergency assessments, permitting requirements, and Emergency Action Plan updates for applicable facilities.
  • Responds to internal and public inquiries concerning SWM facility ownership, maintenance, condition, and performance and coordinates with homeowners associations, regulatory agencies, and other stakeholders.
  • Leads interagency briefings and meetings regarding SWM program performance, permitting, regulatory compliance, and public outreach.
  • Directs preventive and corrective maintenance activities involving levees, pump stations, trash racks, embankments, electrical controls, and stormwater conveyance systems.
  • Directs emergency damage and safety assessment protocols and develops standard operating procedures for the inspection and repair of levees and classified SWM facilities.

Qualifications

Minimum Qualifications:

  • Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
  • Experience:
  • Three (3) years of progressively responsible experience in governmental activities.
  • A Valid Driver's License.

Any equivalent combination of relevant training, education and experience may also be considered.
