Job Description

Under the overall supervision of the Chief of Mission in Cameroon and the direct supervision of the Protection Officer, and in coordination with the relevant units at the Regional Office and Headquarters, the National Protection Officer will support the effective implementation of the Protection project portfolio of IOM Cameroon.

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the Protection interventions and projects in accordance with IOM policies and practices as well as donor’s requirements, including general protection assistance, specialized services (GBV, child protection,), counter-trafficking (prevention and response); return and reintegration, AVR and nexus initiatives.

  2. Keep the supervisor informed on the status of protection activities; identify gaps and suggest actions to improve implementation and strengthen protection mainstreaming.

  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures to ensure alignment with Protection principles.

  4. Assist in the implementation and monitoring of implementing partner agreements that include protection activities, by supporting relevant units in applying IOM protection standards and principles, and contributing to protection mainstreaming exercises.

  5. Coordinate the collection, verification and analysis of data and background information for protection analysis; update information management systems on project related activities including project awareness and visibility, summaries and other relevant materials.

  6. Support the collection and organization of information for stakeholder mapping to contribute to engagement efforts that strengthen prevention and protection in the context of migration. Assist in monitoring policy developments and drafting inputs or summaries for review by senior staff.

  7. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.

  8. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.

  9. Contribute to the planning, development, organization and delivery of capacity building activities related to Protection targeting IOM staff, government and civil society partners, implementing partners and communities.

  10. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums in the field of protection.

  11. Participate in the preparation of project proposals, concept notes and assist in drafting planning documents in line with the IOM Cameroon protection strategy.

  12. Supervise and provide training and technical guidance to field protection personnel.

  13. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

  14. Perform other related duties as required.

EDUCATION

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,

  • Master’s degree in the above-mentioned fields

EXPERIENCE

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.

  • Experience supporting protection programming, including GBV and/or human trafficking.

  • Experience supervising teams, and in guiding and delivering trainings.

  • Experience working with specialized international agencies, including UN agencies, international organizations, and international non-governmental organizations (NGOs).

  • Experience in project management, monitoring, and evaluation.

SKILLS

  • Knowledge of protection programming and protection mainstreaming
    Knowledge of project development and reporting

  • Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines
    Good analytical, writing, and communication

  • Ability to work effectively with colleagues, partners, and counterparts.

  • Demonstrated ability to work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance Country Office or regional objectives.
