Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
The project “Regular Migration Status and Socioeconomic Integration for Migrants Received by the Government of Costa Rica,” implemented by IOM Costa Rica, aims to support migrants who choose to remain in Costa Rica by facilitating access to legal identity, long-term regular status, basic services, and livelihood opportunities. Activities include access to housing, food, health, mental health and psychosocial support, protection referrals, Spanish language education, job-seeking skills, and certification of previously acquired skills. Through a Community-Based approach, the project will strengthen social connectedness and support migrants throughout their integration process. All project activities will be carried out in the Great Metropolitan Area (GAM) and will be implemented at a community level, in geographical areas that have high integration indexes for migrant populations.
Under overall supervision of the Integration Program Coordinator in Costa Rica, and under direct supervision of the Senior Project Associate (Management & implementation support), the Case Manager and Data Assistant will support data management of the Integration Program caseload.
Data Management – Support the management and maintenance of program case management registration systems, ensuring the information is continuously updated, accurate, and consistent.
Integration Data Systematization – Systematize information received from or requested by the AVR Program, ensuring data are complete, organized, and available for referrals and counter-referrals, as well as for analysis and decision-making.
Database and Dashboard Updates – Keep all tables, dashboards, and databases up to date in real time, incorporating data validation and quality control mechanisms.
Data Analysis and Verification – Periodically review information to identify gaps, inconsistencies, and relevant trends, recommending adjustments when necessary.
Report Preparation – Support the preparation of periodic and ad hoc reports for internal and external stakeholders, presenting program progress, challenges, and key findings.
Communication of Findings – Timely communicate critical findings from data analysis to the AVR and Integration Programs and other relevant stakeholders.
Coordination – Serve as the M&E and data focal point and liaison between case managers and AVR and Integration coordinators, facilitating information exchange and operational coherence
Ensure adherence to IOMs data privacy and confidentiality standards in the management of integration cases
Quality Assurance – Apply quality control measures to ensure that records, tools, and reports comply with IOM monitoring and evaluation standards.
Support of referral mechanisms – Receive and register cases referred from and returning to the AVR Program, ensuring their proper follow/up re-entry proper systems and the immediate updating of the database.
Operational Monitoring and M&E Support – Support the monitoring of accommodation occupancy and conditions at housing solutions used by the program and provide ongoing technical support in data analysis, validation, and the improvement of monitoring tools.
Required Qualifications and Experience
Education
Professional in the social sciences or related career, with at least one completed Bachelor Degree.
General studies in monitoring and evaluation, statistics, migration, will be an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Minimum of 4 years of experience in monitoring and evaluation, preferably within a humanitarian, migration, or case management context.
Proven experience in data management and analysis, report writing, and creating monitoring tools.
Experience working with case management systems (e.g., MiMOSA) and familiarity with data visualization tools.
Fluency in English is required (at least B2 level).
Strong analytical skills and the ability to manage large volumes of data effectively.
Excellent written and verbal communication skills, with a strong attention to detail.
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and familiarity with M&E tools and databases.
Ability to work in a fast-paced environment, manage multiple tasks simultaneously, and meet deadlines.
Skills
The Case Management & Data Assistant must have the following technical and personal skills:
Strong organizational, facilitation, communication, writing and presentations skills;
Proficient in a Microsoft Office environment and office software packages;
Data entry (database management) skills;
Strong interpersonal and communication skills in a multi-cultural setting;
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in Spanish and English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
