High-Level Overview
Project:
The client is seeking a Sustainable Energy & Clean Cooking Expert to provide technical leadership, policy support, and coordination across government institutions, development partners, and private-sector actors. The Expert will contribute to the design, implementation, and monitoring of sustainable energy and clean cooking initiatives, supporting evidence-based decision-making, investment readiness, and inclusive sector development.
This assignment forms part of the client’s localisation and capacity-strengthening approach, and Liberian nationals are strongly encouraged to apply.
Role and Responsibilities
Key Deliverables:
Policy, Strategy & Technical Advisory Support
- Provide technical advice to government counterparts on sustainable energy and clean cooking policies, strategies, and implementation plans.
- Support integration of clean cooking and decentralised renewable energy priorities into national energy planning, sector strategies, and investment frameworks.
- Contribute to the development or refinement of national roadmaps, action plans, and regulatory instruments related to clean cooking, renewable energy, and energy access.
Programme Design & Implementation Support
- Support the design and implementation of programmes and projects promoting clean cooking solutions, renewable energy deployment, and productive uses of energy.
- Advise on technology options, delivery models, and market-based approaches, including results-based financing, subsidies, and private-sector participation.
- Provide technical inputs to project concept notes, terms of reference, and implementation plans.
Stakeholder Coordination & Partnerships
- Support coordination among government institutions, utilities, regulators, development partners, NGOs, and private-sector actors active in sustainable energy and clean cooking.
- Facilitate technical working groups, coordination meetings, and consultations to align priorities and implementation approaches.
- Engage with regional and international initiatives, knowledge platforms, and financing partners to leverage technical assistance and investment opportunities.
Monitoring, Learning & Knowledge Support
- Support tracking of progress against national clean cooking and sustainable energy targets, in coordination with MEL and sector monitoring systems.
- Contribute to preparation of progress reports, briefing notes, and presentations for government leadership and partners.
- Document lessons learned, good practices, and implementation challenges to inform adaptive management and policy dialogue.
Capacity Building & Institutional Strengthening
- Strengthen the technical capacity of government counterparts and sector stakeholders through on-the-job support, training sessions, and technical workshops.
- Develop practical guidance materials, tools, and reference documents to support sustainable energy and clean cooking implementation.
- Promote knowledge transfer to ensure sustainability of technical expertise within national institutions.
Key outputs
- Inception Report outlining approach, priorities, risks, and initial workplan
- Technical inputs to national policies, strategies, and action plans on sustainable energy and clean cooking
- Programme and project design notes, technical briefs, and advisory memos
- Periodic progress reports and briefing notes
- Capacity-building materials and workshop outputs
- Completion Report summarising achievements, lessons learned, and recommendations
Requirements
Experience Required:
- Minimum 7 years of progressively responsible professional experience in sustainable energy, clean cooking, renewable energy, or related fields.
- Demonstrated experience supporting government-led energy-sector programmes or reforms in low- or middle-income country contexts.
- Proven experience in clean cooking initiatives (e.g. improved cookstoves, clean fuels, market development, behaviour change) and/or decentralised renewable energy.
- Experience working in multi-stakeholder environments involving government, development partners, NGOs, and the private sector.
Technical Requirements:
- Master’s degree in Energy, Engineering, Environmental Sciences, Economics, Development Studies, Public Policy, or a related field.
- Strong understanding of clean cooking technologies, delivery models, and financing mechanisms.
- Knowledge of renewable energy systems, energy access frameworks, and inclusive energy approaches.
- Familiarity with donor-funded programmes and development partner requirements is an asset
Other Skills:
- Fluency in English (oral and written) required.
- Strong analytical, communication, and facilitation skills.
- Ability to translate technical concepts into practical policy and programme recommendations.
- Strong interpersonal skills and ability to work effectively with diverse stakeholders
